Interpol Leadership Changes

According to observers, Morocco’s hosting, through the city of Marrakech, of the proceedings of the 93rd session of the General Assembly of the International Criminal Police Organization (Interpol) embodies Rabat’s commitment to collective preventive security initiatives and its ability to transform these initiatives into a platform to enhance its international relations and global image. Hosting this important security event reflects Morocco’s growing position within the global security system and its strategic centrality in producing security solutions, exchanging experiences, and coordinating multilateral efforts to confront the various challenges and threats that have become a concern for security institutions around the world.

Those interested who spoke to Hespress on this matter confirm that the Kingdom’s choice to host this event is not just an organizational decision, but rather an explicit international recognition of the effectiveness of the Moroccan security model, and a culmination of an upward trajectory that has made Rabat an important focal point in the regional and international security equation. Morocco is not content with organizing, but also invests in such events to strengthen cooperation with participating countries and build a network of strategic relations based on the exchange of experiences and effective security practices, which enhances its national interests and strengthens its network of international relations.

Partnership and credibility

Hisham Moutadad, a researcher in strategic and security affairs, said that “Morocco’s hosting of the Interpol General Assembly meetings for the second time is not just a protocol event, but a geo-strategic indicator of the profound transformation that the Kingdom’s security diplomacy is undergoing within the international system.” He added that “Moroccan security institutions have accumulated in recent years a high capacity to maintain a stable environment and develop systems for early detection and threat analysis, which has made them a reliable international partner.” He further stated: “This type of event is only entrusted to countries that have a high level of national security readiness and extensive networks of trust among security and intelligence actors around the world.”

The same researcher explained to Hespress that “the participation of high-level delegations from dozens of countries reflects the international community’s recognition that Morocco is no longer merely a consumer of security, but has become a central producer of it in its regional environment.” He added, “This position was not built on temporary measures, but on a deep security policy that relies on modernizing police structures, adopting data analysis and criminal intelligence systems, and developing intelligence capabilities to dismantle transnational terrorist and financial networks. From this perspective, the Marrakech meetings come as the culmination of a long process of strategic security positioning for Morocco within the circle of internationally trusted partners.”

Moatad added that “what distinguishes this session of Interpol meetings is the nature of the files presented for discussion, which require advanced technical expertise. The world is moving from traditional approaches to a new security architecture based on multi-layered risk management, as global fraud networks are changing their methods based on artificial intelligence, cybercrime is now managed from distributed platforms that are difficult to monitor, while drug and arms smuggling routes now rely on flexible supply lines that change according to regional tensions. Therefore, Morocco is aware of these transformations and adopts a model based on preventive intelligence, cross-referencing of databases, and coordination of cross-border operations.”

The same spokesperson stressed that “Moroccan security diplomacy has distinguished itself in its ability to transform international meetings from mere consultative gatherings into spaces for rebuilding trust within multilateral organizations,” noting that “this diplomatic dimension transcends the limits of security policies, to enshrine Morocco’s image as a central hub in the network of security cooperation between the Arab world, Africa and Europe; the testimonies of international officials in Marrakech reflect that Rabat has become a meeting point between three strategic circles: the Arab circle, the Euro-Mediterranean circle and the African circle, which gives Morocco additional weight in any future architecture of early warning systems, threat analysis centers and joint cross-border operations.”

The same researcher concluded that “hosting the Interpol meetings in Marrakech represents a new link in establishing Morocco as a soft security power with a clear geo-strategic influence; the Kingdom has accumulated field credibility in combating terrorism, technical effectiveness in dismantling organized crime networks, and a pivotal role in strengthening security cooperation across continents.” He continued: “This event deepens Rabat’s position as a reliable player in global security, and as a key partner in engineering the new generation of international security policies based on information intelligence, joint operations, and good governance of international police organizations.”

strategic model

Al-Buraq Shadi Abdel Salam, an international expert in crisis management, conflict analysis and risk management, stated in an interview with the Hespress electronic newspaper that “Morocco’s organization of this important international event is not merely a protocol hosting, but rather a real embodiment of the insightful vision of King Mohammed VI, who has consistently emphasized that security is the cornerstone of development and the foundation of stability.”

Al-Buraq added that “the first and most important strategic message that Morocco sends through hosting this event is a message of exceptionalism and stability. In a regional and geopolitical environment rife with turmoil and instability, the country stands as a calm and confident power, possessing solid institutions capable of maintaining the mechanisms of human security in its various dimensions and securing global events to the highest standards.” He emphasized that “this message reflects the qualitative shift of the Kingdom from a consumer of security to an exporter of security and stability, a strategy whose implementation is rigorously overseen by the General Directorate of National Security and Territorial Surveillance. Morocco has shown the world that it is not content with fighting crime, but also contributes to building global peace, thus confirming its institutional sovereignty and its ability to be a secure link between the North and the South.”

The same international expert explained that “this initiative contributes decisively to consolidating Morocco’s position as an indispensable partner in the international security equation, thanks to the proactive royal approach that has made international cooperation an irreversible strategic choice,” noting that “the international confidence that Morocco enjoys today is the result of years of hard work and the accumulation of credibility, as the Moroccan security services have demonstrated highly accurate intelligence efficiency that has spared many partner countries (in Europe and America) certain bloodbaths.”

The same spokesperson added that “the presence of police and security leaders from around the world in Morocco is an implicit and explicit recognition of this operational reliability,” noting that “the Higher Center for Police Training in Ifrane, which the General Directorate of National Security intends to open soon in cooperation with the International Criminal Police Organization (Interpol), is a tangible and strategic embodiment of the concept of security diplomacy, which aims to institutionalize cooperation. It will provide advanced training programs in vital areas such as combating organized crime, terrorism, and cybersecurity, thus enhancing the ability of partner countries to confront common threats effectively. This will solidify Morocco’s role as a provider of regional stability and a reliable strategic partner, supporting the Kingdom’s higher interests and its national cause, and transforming security confidence into tangible political and economic influence in the long term.”

The same analyst pointed out that “the Kingdom of Morocco presents the world with a unique strategic model that proves that national sovereignty begins with security effectiveness, a superiority stemming exclusively from the vision of King Mohammed VI, which transformed security from a mere protective function into a diplomatic lever and soft power that commands international respect.” He considered that “this royal perspective, based on proactivity and cooperation, establishes a profound lesson that deliberate security openness is the essence of strengthening the state, as Moroccan security is no longer just an internal matter, but a rare strategic asset that enhances Morocco’s position as a reliable global partner, and makes its stability a pillar of regional and international security.”
