Iran’s embassy: ‘No legal basis’ to uphold sanctions as Resolution 2231 expires on Saturday

Iran’s embassy in Denmark says the continuation of sanctions or restrictions imposed on Tehran’s peaceful nuclear program will be illegal with the expiration of the UN Security Council Resolution 2231 that endorsed the 2015 Iran nuclear deal.

The embassy issued a statement on Friday, a day before the official expiration of the resolution.

"Since Resolution 2231 (2015) will reach its agreed expiration date on October 18, 2025, it is essential that the issue of Iran's peaceful nuclear program be properly removed from the agenda of the UN Security Council,” it said.

It added that this process has been hindered following the “unilateral and illegitimate” actions of the European trio. Britain, France, and Germany triggered the so-called snapback mechanism on August 28, setting in motion a 30‑day process to restore all UN sanctions on Iran.

Despite last-minute efforts by Russia and China to preserve diplomacy, the Security Council failed to reach a consensus on September 26.

Two days later, the E3 and the United States declared the sanctions reinstated and urged UN member states to enforce them. Iran has rejected the measure as illegitimate.

Elsewhere in its statement, the Iranian embassy outlined six fundamental reasons for the “invalid and void” move by the E3.

The statement said the three European countries have severely violated their obligations under the nuclear deal—formally known as the Joint Comprehensive Plan of Action (JCPOA)—by refusing to lift broad sanctions and instead imposing new unilateral measures against Iran.

It criticized the E3 for acting in bad faith by circumventing the dispute resolution mechanism outlined in the JCPOA, which is a prerequisite for any action.

The European troika has supported the Israeli-American military aggression against Iran's peaceful nuclear facilities, a move which constitutes a fundamental change in circumstances and a severe violation of international law, the embassy emphasized, referring to the June attacks.

It noted that the three European countries reject the fundamental principles of the JCPOA and Resolution 2231, such as Iran's absolute right to develop a peaceful nuclear program, including uranium enrichment.

Iran had previously activated the dispute resolution mechanism to address Washington's complete withdrawal from the JCPOA and the re-imposition of sanctions, it said, adding that the three European countries failed to effectively address or compensate for such violations.

It said military attacks on Iran's nuclear facilities made"fundamental" changes in the situation on the ground and rendered previous resolutions "irrelevant and unenforceable."

The embassy affirmed Iran’s constant commitment to a diplomatic solution, saying Tehran has never left the negotiating table despite the US-E3 “unconstructive and provocative” positions.

"The military attack on Iran occurred while our country was engaged in the negotiations with the United States and this indicates the bad faith of our counterparts,” it emphasized.

The embassy said Iran reserves its legitimate right to take all necessary measures to protect its national interests and ensure the complete lifting of all unjust sanctions.
