This Tuesday, more than 60 people died and at least 80 were arrested in a mega-operation by Brazilian security forces against the Comando Vermelho (CV), one of the most powerful criminal factions in Brazil, in Rio de Janeiro.
Amid bursts of nearly 200 shots per minute and burning barricades, the police went after a name that causes terror in the favelas of the Zona Norte: Edgar Alves Andrade, alias Doca da Penha or “Urso.”
Who is Doca, the criminal for whom an unprecedented reward is being offered?
Doca, 55, is identified as one of the drug bosses of the Red Command and has 20 outstanding arrest warrants.
Born in the state of Paraíba and raised in the dangerous community of Vila Cruzeiro, Rio de Janeiro, he has been a fugitive from the Brazilian prison system for years.
He is being investigated for more than 100 homicides, including the execution of minors and the disappearance of neighbors, according to the Disque Denúncia service.

The shadow behind crimes that shocked Brazil
Doca's criminal record is stained with blood and revenge. In October 2023, he was identified as the mastermind behind the murder of three doctors in Barra da Tijuca, an upscale neighborhood in Rio.
The victims were gunned down while attending a conference, after being mistaken for militiamen from the Rio das Pedras area. Shortly afterward, Doca ordered the execution of the hitmen who had committed the error, to erase all traces of the crime.
He is also linked to the case of the three missing children in Belford Roxo, in Baixada Fluminense, an episode that horrified the entire country. According to investigations, Doca himself ordered the murder of the children, whose bodies—like those of those responsible—were never found.
Operation Containment, deployed in the Alemão and Penha complexes, seeks to curb the spread of drug trafficking in a city that seems to be in a state of constant war. But while bullets fly through the skies above the favelas, Doca remains free, hidden among his men.
