After months of stalled ceasefire talks, Mr. Netanyahu and Mr. Trump are reportedly working on a deal that gives Hamas an ultimatum: release the hostages and agree to disarmament terms or the war will continue.

"There are no partial deals. It doesn't work," US Middle East envoy Steve Witkoff reportedly told the families of the hostages in an audio recording leaked to the Israeli news channel Ynet.

International leaders have stepped up pressure to reach a deal as Gaza faces widespread starvation and videos of two emaciated Israeli hostages circulate online.

"Israel is starving Gaza. It's genocide. It's a crime against humanity. It's a war crime. I say it again and again and again," Michael Fahri, the UN special rapporteur on the right to food, told The Guardian.

"Israel has built the most efficient starvation machine imaginable. So while it's always shocking to see people starving, no one should pretend to be surprised. All information has been publicly available since early 2024."

Domestic pressure in Israel is also mounting, as the videos have prompted thousands of people to protest in Tel Aviv and Jerusalem to free the hostages and end the war.

Nearly 600 retired Israeli security officials and former intelligence chiefs wrote to Mr. Trump urging him to pressure Israel to immediately end the war in Gaza.

"Total occupation of Gaza"

Netanyahu will update his military plan for Gaza this week amid local media reports that he wants to occupy the entire besieged enclave.  "The die has been cast - we are moving towards a full occupation of the Gaza Strip," senior officials close to Netanyahu were quoted as saying by Ynet.

"There will also be activity in the areas where the hostages are being held. If that doesn't suit the Chief of the IDF General Staff, he can resign."

An official was also quoted as telling Israel's Channel 12: "The decision has been made...we will occupy the Gaza Strip."

The Jerusalem Post and i24NEWS also reported that senior sources confirmed plans for a full occupation. Mr Netanyahu's office has been contacted for comment.

This comes after Israel's far-right Finance Minister Bezalel Smotrich sent a strong message last week that the country is"closer than ever" to rebuilding Jewish settlements in Gaza and that the war represents an opportunity to expand them further.

"It's real," he added."For twenty years we've been calling it wishful thinking. It seems to me now it's a real plan that's working."

Taking the entire territory would reverse Israel's decision in 2005 to withdraw settlers and the military from Gaza while retaining control of its borders - a move that right-wing parties blame for Hamas' rise to power there.

Israel's coalition government is considered one of the most right-wing in its history, and the cabinet includes parties that want to annex both Gaza and the West Bank and encourage Palestinians to leave their homeland.

Israeli tanks entered central Gaza earlier on Tuesday, but it was not clear whether the move was part of a larger ground offensive.

People in Gaza are dying of hunger

Israel has repeatedly denied that there are aid restrictions or that there is a hunger crisis in Gaza. He blames Hamas for the suffering in Gaza and says he is taking steps to provide more aid to the Palestinians.

A total of 289 air deportations have been carried out since Israel allowed them to restart two weeks ago, delivering 305 tonnes of aid.

But officials in Jordan have warned that they have warehouses of aid to Gaza gathering dust since Israel reimposed its devastating blockade in March.

Israel says it will allow gradual and controlled entry of goods into Gaza through local traders, according to COGAT, the main military unit coordinating aid.

The agency said the approved goods have been expanded to include basic food products, baby food, fruit and vegetables and hygiene items.

It is unclear how much aid would be allowed and how the relief operation would work given the widespread destruction in Gaza.

More than 60,000 people have been killed in Gaza since October 2023, according to the Hamas-run Health Ministry.
