On Tuesday, November 25, a US official told ABC News that a Ukrainian delegation had agreed on the terms of a potential peace agreement with US representatives.

US Secretary of the Army Dan Driscoll held secret talks with a Russian delegation in Abu Dhabi (UAE) on Monday, November 24 (reportedly including Ukrainian representatives), which took into account the weekend talks in Geneva aimed at making progress towards peace in Ukraine, the official said.

“The Ukrainians have accepted the peace agreement,” the U.S. official continued. “There are a few details that need to be worked out, but they have accepted the peace agreement.”

An unnamed Ukrainian official told Reuters that Kyiv agreed to the main terms of the peace agreement.

He added that the most sensitive issues of this plan will be discussed between Volodymyr Zelensky and Donald Trump.

The Ukrainian delegation is also in Abu Dhabi and is also in contact with Army Secretary D. Driscoll.

Rustem Umerov, Secretary of the National Security and Defense Council of Ukraine, wrote earlier in his message on the social network X that the delegations had reached a general agreement on the main terms of the agreement discussed in Geneva.

"We are now counting on the support of our partners in Europe in the next steps," Umerov said, adding that Ukraine hopes to organize a visit by Volodymyr Zelensky to the United States to complete the final steps and reach an agreement with President Donald Trump.

UK Prime Minister Keir Starmer also said he had received information about the nature of the US-Ukraine agreement.

According to him, the parties agreed to the draft that was prepared in Geneva.

"This is in no way a set of new proposals or agreements," Starmer was quoted as saying by Sky News.

Russia has not yet commented on what was agreed in Abu Dhabi.

Washington first sent Kyiv an initial 28-point peace plan last week, and then senior officials from both countries reportedly prepared a revised 19-point proposal in Geneva last weekend, Sky News reports.

The plan no longer includes a clause on amnesty for actions committed during the war, nor does it include restrictions on the size of the future Ukrainian army.

Ukraine's European allies have presented their own alternative proposal to the 28-point plan. He has hastily convened several meetings in recent days to keep the momentum of the negotiations going.

On Monday, the Kremlin said that Europe's counter-proposal to the 28-point US plan to end the war in Ukraine is unconstructive and not suitable for Russia.

"Speaking of the plans floating around, this morning we learned about a European plan that, at first glance, is completely unconstructive and does not suit us," Kremlin aide Yuri Ushakov was quoted as saying by the state news agency TASS.

Russian Foreign Minister Sergei Lavrov said on Tuesday that Moscow welcomed the initial 28-point peace plan, but if its"changes do not reflect the spirit and content of the negotiations between Vladimir Putin and Donald Trump," it would be a "different situation."

As ELTA reported, Ukrainian President Volodymyr Zelensky stated after negotiations in Geneva between Ukraine and America that fewer points remained in the US president's peace plan than the original 28. Speaking in a video released on Monday evening, the Ukrainian president also urged the country's citizens to respond to air warning sirens in the near future, as reported by Ukrinform.

"Today, our delegation returned from Geneva after negotiations with the American side and partners from Europe, and now the list of necessary steps to end the war can become something that can be worked on further. Currently, after Geneva, there are fewer points, no longer 28, and this plan takes into account many of the right things," said V. Zelensky.

According to him, more work needs to be done to make the final document worthwhile.

"We appreciate the fact that most of the world is ready to help us, and the American side is constructive," the Ukrainian president said, adding that he would discuss sensitive issues related to this plan personally with Donald Trump.

"Ukraine will never be an obstacle to peace - this is our principle, our common principle, and millions of Ukrainians expect and deserve a dignified peace. We will do everything to achieve this, and we are ready to work as quickly as possible," the Ukrainian leader assured.

At the same time, he warned that Russia would not ease pressure on Ukraine.

"We need to respond very carefully to weather warnings in the coming weeks," he added.

"It would be fair if all our partners, and especially the American side, took into account the threat that their intelligence sees," the Ukrainian president stressed.

"And if there are negotiations, if there is a constructive approach, if we are really ending the war, then there should be no missiles, no massive strikes on Ukraine, on our people. Those who are strong in the world can do this," said V. Zelensky.

As previously reported, American media reported last week that the Trump administration had held secret consultations with the Russians to develop a new plan to end the war in Ukraine. According to Axios, the plan consisted of 28 points, divided into four general categories: peace in Ukraine, security guarantees, security in Europe, and future US relations with Russia and Ukraine.
