Ukrainian Foreign Minister Andriy Sybiha stated on Sunday that Ukraine primarily needs guarantees for its own security, a strengthening of its defense capabilities, and a package of deterrent measures. This should force Russia to end the war, the minister told X ahead of a video conference of European heads of state and government scheduled for this afternoon.

Sybiha reportedly held talks with his European counterparts to coordinate steps toward the conference. The Foreign Minister also said that sanctions pressure on Russia must be increased. The EU Commission is currently preparing a 19th package of punitive measures.

Moscow wants full control over Donetsk and Luhansk

Regarding the details of the summit talks that have not been publicly disclosed, two people familiar with Russian deliberations said on Saturday that Moscow would require Ukraine to completely withdraw its troops from the eastern regions of Donetsk and Luhansk. In return, Russia would freeze the front lines in the southern regions of Kherson and Zaporizhia.

Putin is also demanding formal recognition of Russian sovereignty over Crimea, which was annexed in 2014, and Ukraine's renunciation of NATO membership. Ukraine has consistently rejected the cession of territory.

Trump and Putin apparently"largely in agreement"

Trump said he and Putin had "largely agreed." "I think we're pretty close to an agreement," the US president told Fox News. He added, however, that Ukraine still needs to agree. An immediate ceasefire, however, was not agreed upon at the meeting because Putin rejects it until a comprehensive agreement is reached. Ukrainian President Volodymyr Zelenskyy will travel to Washington on Monday, along with EU and NATO leaders and leading European states and governments, to discuss a possible settlement of the war with Trump.

Kyiv and Moscow report renewed mutual drone attacks

One day before the visit, Russia and Ukraine again engaged in drone attacks. The Russian army attacked Ukraine with 60 drones overnight, Kyiv reported on Sunday. Moscow, for its part, reported that Ukrainian forces had fired 46 drones at Russia.

The Ukrainian Air Force stated that Iranian-built Shahed drones and an Iskander missile were also used in the Russian attacks. Five people were killed in attacks on the eastern Ukrainian region of Donetsk on Saturday, said regional governor Vadym Filashkin. The Russian Defense Ministry, for its part, reported that Kyiv fired most of its drones at border regions, but also at a region east of Moscow, hundreds of kilometers from Ukraine.

A Ukrainian drone strike killed a man in his car, reported Alexander Khinshtein, governor of the Kursk region. One person was injured in the Voronezh region, the governor said.

Zelensky and EU and NATO leaders on Monday in Washington

Zelensky will visit Washington on Monday. EU Commission President Ursula von der Leyen, NATO Secretary General Mark Rutte, German Chancellor Friedrich Merz, Italian Prime Minister Giorgia Meloni, British Prime Minister Keir Starmer, French President Emmanuel Macron, and his Finnish counterpart Alexander Stubb will accompany Zelensky to the talks in Washington. Trump abandoned the goal of a rapid ceasefire after a meeting with Russian leader Vladimir Putin in Alaska on Friday and is now seeking a comprehensive"peace agreement."
