Critical Views on Negotiations

Lavrov made these remarks at a press conference after talks with Jordanian Foreign Minister Ayman al-Safadi.

"We are for these guarantees to be truly reliable," Lavrov said, responding to a journalist's question about security guarantees for Ukraine, which were discussed at recent summits - talks between US and Russian leaders in Alaska, as well as talks between US, Ukrainian and European leaders in Washington.

Lavrov called the preliminary agreements, which he said were reached during the Russian-Ukrainian talks held in Istanbul in April 2022, a"good example".

Among the principles voiced at the time, the Russian Foreign Minister named"Ukraine's refusal to join NATO or other military blocs, confirmation of Ukraine's neutral and nuclear-weapon-free status."

According to Lavrov, the permanent members of the UN Security Council - Russia, China, the US, Britain and France - were to become security guarantors.

US and European officials have said that direct talks between Russian dictator Vladimir Putin and Ukrainian President Volodymyr Zelensky could take place in the near future, but Lavrov pointed out that such high-level talks are still a long way off.

"We are ready for any format, but when it comes to summits, they must be prepared in the most thorough way at all previous stages so that the summits do not turn into a worsening of the situation, but actually put an end to the negotiations that we are ready to continue," Lavrov said.

He also said that Putin"suggested thinking about raising the level of the heads of delegations" in a recent conversation with US President Donald Trump, when Trump called the Russian dictator on Monday during a meeting with Zelensky and European leaders in Washington.

Lavrov said that Moscow has proposed the creation of various working groups in which Ukraine and Russia could discuss various aspects of the peace settlement, including political issues.
