Ukraine is ready to give up territory, give up some types of weapons and reduce the size of its army in order to make peace with Russia, two sources familiar with the matter told Reuters. Washington has told President Volodymyr Zelensky that “Ukraine must accept the basic document developed by the United States on ending the war,” they added.

The United States has not involved Ukraine in the development of a secret peace plan, a senior Ukrainian official told Reuters. Kiev, she said, only received “signals” about the package of US proposals that Washington discussed with Moscow, but Ukraine did not participate in their development.

According to sources of Financial Times journalist Christopher Miller, the plan envisages a twofold reduction in the size of Ukraine's armed forces, the abandonment of the use of certain weapons, and the transfer of Donbass to Russian control.

The source, who spoke on condition of anonymity, said Washington's proposals include"recognition of Crimea and other regions occupied by Russia" and reducing the army to 400,000 men.

According to Axios, the plan calls for the withdrawal of Ukrainian forces from 14% of the Donbass territory and its transformation into a demilitarized zone, where neither side will keep soldiers or weapons. In exchange, the Kremlin will freeze the front lines in the Zaporizhia and Kherson regions and, according to the publication's sources, may even agree to return some of the currently occupied land if the negotiations are successful.

The Trump plan requires the United States and other countries to recognize Crimea and Donbas as Russian territory. This is not required of Ukraine. However, it must recognize Russian as the state language and lift restrictions on the activities of the Russian Orthodox Church.

The Trump plan also includes a ban on certain types of weapons in the Ukrainian armed forces, a halt to the supply of Western long-range missiles, and a ban on the deployment of any foreign troops in Ukraine.

“This would be tantamount to Ukraine’s capitulation, and people I know say these are simply the Kremlin’s maximum demands,” wrote Christopher Miller, adding that Zelensky is “unhappy” with the proposals.

A U.S. peace plan could be agreed upon with all interested parties by the end of November or even “this week,” a senior White House official told Politico, indicating that the administration is “on the verge of a serious breakthrough.” He said the Americans are optimistic and are preparing to present their plan to Zelensky as a “fact.”

US President Donald Trump’s team believes that the Ukrainian leader, who is under pressure due to the situation on the battlefield and a corruption scandal, will be forced to agree to the deal. “The opinion of the Europeans is generally not important to us. The main thing is that Ukraine accepts it,” the interlocutor added.
