As is known, Italy has no intention of sending soldiers. Point by point :

The intervention plans Twenty-six countries have agreed to provide security guarantees to Ukraine. I believe this is a first concrete step of great importance, said Ukrainian President Volodymir Zelensky in Paris. The very day the fighting stops, we are ready to intervene on the ground, at sea, or in the air, added French President Emmanuel Macron. As EU Commission President von der Leyen revealed in recent days, the intervention plans have already been agreed upon in operational meetings between the top defense officials of the countries involved.

But which countries are involved? The 26 countries - out of 35 that are part of the Volunteers - willing to contribute to the guarantees for Ukraine, are not aligned on the modalities. Three groups can be distinguished: 1) those ready to send troops, led by France and Great Britain. 2) Those who don't really want to do it but don't rule it out completely: the key country is Germany, which says that sending soldiers at the moment is theoretical and distracts from strengthening Ukraine's defense now. 3) Those who completely rule out sending soldiers: Italy and Poland are the most important of the no countries.

When would the troops go? Only when the fighting stops: either with a simple ceasefire - as the Europeans would prefer, to freeze the fronts without formally recognizing Russian conquests - or with a comprehensive peace agreement, as Trump would like. In any case, no European will move without the American backstop , that is, without the guarantee of US support. The US president said yes to air support, but no to sending US troops.

And what does Italy say? Our government's position was also expressed yesterday, with an official note stating that in reiterating Italy's unavailability to send soldiers to Ukraine, Prime Minister Giorgia Meloni (absent in Paris but connected remotely) confirmed her openness to supporting a possible ceasefire with monitoring and training initiatives outside Ukrainian borders . Italy, above all, insists on the proposal of a defensive mechanism inspired by Article 5 of the NATO Treaty, as a qualifying element of the political component of security guarantees for Ukraine.

What does this mean? Italy is practically asking that, even without allowing Ukraine to join NATO, the Alliance's casus foederis be applied to it: that is, if it were attacked again by Russia, Europeans and Americans would automatically defend it, going to war with Moscow.

Is this a realistic proposal? One-word answer: no. A more detailed answer: the United States (but also the Europeans) have always rejected this automatism, even with the Biden presidency. Imagine Trump, who in recent months has shown himself much more inclined to appease Putin than to staunchly defend Ukraine. Yesterday the White House reiterated that the United States does not want to be dragged into a war on the other side of the ocean . And it did so in the same hours in which the Financial Times revealed that the Pentagon will no longer fund programs for the training and military equipment of Eastern European countries bordering Russia. Not exactly a sign of commitment.

What divides Meloni and Macron? Many things, as is well known. In this specific case, the Italian says that a European mission would give the Americans an excuse to disengage, while for the French, it's exactly the opposite: Trump is asking the Europeans to take charge of Ukraine's defense, and showing him that they're ready to do so—provided they provide at least air support—clearly shows who's bluffing. Furthermore, both leaders are also driven by domestic concerns : if Meloni were to say yes to Italian soldiers in Ukraine, Salvini would blow up her government. Meanwhile, Macron has a government that's already on the verge of collapsing, and his (innate) prominence on the world stage serves to patch things up. Certainly, as his spokeswoman reiterated yesterday, the person most opposed to a European mission is Vladimir Putin.
