President Volodymyr Zelensky will visit London on Monday, Dec. 8, for a series of high-level meetings before traveling to Brussels, his spokesman Serhiy Nikiforov said.

In London, Zelensky will meet with British Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz.

He will also participate in a joint video call with EU leaders, European country leaders, and NATO Secretary General Mark Rutte, with joint statements expected.

Secretary of the National Security and Defense Council (RNBO) Rustem Umerov will accompany Zelensky in London.

From London, Zelensky will travel to Brussels for an in-person meeting with Rutte, as well as trilateral talks with European Council President António Costa and European Commission President Ursula von der Leyen.

Zelensky has landed in the UK, Sky News reports. He is scheduled to meet Prime Minister Sir Keir Starmer, French President Emmanuel Macron and German Chancellor Friedrich Merz at 1.00 p.m. this afternoon, before flying to Belgium to continue talks with key allies.

Zelensky later posted a video on Telegram, writing:

“Today in the UK. Meetings and coordination talks with our European partners are planned. We are joining efforts to end this war with a just peace for Ukraine. Security must be guaranteed.”

This visit comes after days of talks between Ukrainian and US officials in Miami, which ended on Saturday without a clear breakthrough, with Zelensky committing to further negotiations.

British Foreign Secretary Yvette Cooper is expected in Washington on Monday to meet her American counterpart, Marco Rubio.

“The UK and US will reaffirm their commitment to reaching a peace deal in Ukraine,” the Foreign Office in London said.

Zelensky said he joined his negotiators for a “very substantive and constructive” call with US envoys Steve Witkoff and Jared Kushner during the Miami talks.

“Ukraine is committed to continuing to work honestly with the American side to bring about real peace,” Zelensky wrote on Telegram, adding that the parties agreed “on the next steps and the format of the talks with America.”

US President Donald Trump criticized Zelensky on Sunday, telling reporters: “I have to say that I’m a little bit disappointed that President Zelensky hasn’t yet read the proposal, that was as of a few hours ago.”

Witkoff and Kushner met Russian President Vladimir Putin at the Kremlin last week, with Moscow rejecting parts of the US proposal.

Ahead of Monday’s talks, French President Emmanuel Macron condemned what he called Russia’s “escalatory path.”

“We will continue these efforts with the Americans to provide Ukraine with security guarantees, without which no robust and lasting peace will be possible,” Macron wrote on X.

He added, “We must continue to exert pressure on Russia to compel it to choose peace.”

Washington’s initial plan to end the nearly four-year war reportedly involves Ukraine ceding territory that Russia has been unable to capture on the battlefield, in exchange for security guarantees that fall short of Kyiv’s aspirations to join NATO.
