The Trump administration's 28-point peace plan, which would end the Russia-Ukraine war, was leaked on Friday. If the plan is accepted, Ukraine could lose territory but receive security guarantees, the details of which we wrote about here, as well as the position of Ukrainian President Volodymyr Zelensky. Since then, European leaders have also put a package of proposals on the table.

The talks continue on Tuesday, with Dan Driscoll, the US Secretary of State for Defence, meeting with Russian officials in Abu Dhabi on a proposal to end the war in Ukraine.

Nineteen of the twenty-eight could remain.

Rustem Umerov, Secretary of the National Security and Defense Council of Ukraine, said that Volodymyr Zelensky may visit the United States in November to meet with Donald Trump and the parties to finalize the peace agreement, reports The Kyiv Independent.

The aforementioned proposal, originally consisting of twenty-eight points, may have been shortened to nineteen points following consultations between Ukrainian and American officials in Geneva on November 23. The Ukrainian president also confirmed that the plan had been shortened and that the updated version better suited Ukraine's needs. The remaining sensitive issues will be discussed with Donald Trump.

Russia awaits an intermediate proposal

“Russia expects the peace agreement to reflect the content of the Alaskan talks between Vladimir Putin and Donald Trump,” Russian Foreign Minister Sergei Lavrov said after his meeting with his Belarusian counterpart.

The foreign minister stated that while Moscow welcomes the original twenty-eight-point peace plan, “a completely different situation” will emerge if the amendments do not reflect the spirit and content of the Alaskan discussions between Putin and Trump.

According to the Russian Foreign Minister, after the European and Ukrainian changes, Russia is now waiting for a proposal that he called an"intermediate" proposal, Sky News reports.

Territorial issues can be sensitive points

According to press reports, the original twenty-eight-point plan included the recognition of Crimea, Luhansk and Donetsk as de facto Russian regions; freezing of front lines around Kherson and Zaporizhia, while Russia would cede additional territories, and Ukraine would withdraw from the part of Donetsk it controlled, which would be demilitarized and recognized as Russian.

The European peace plan could stipulate that Ukraine commits itself to, and intends to, reclaim its occupied sovereign territories by non-military means. Negotiations on the exchange of territories will start from the contact line. After the adoption of future territorial agreements, both Russia and Ukraine will undertake not to change these agreements by force.
