The Ministry of Foreign Affairs, African Cooperation and Moroccans Living Abroad predicted that the number of agreements, treaties and protocols signed by Morocco in 2026 would reach a total of 645 agreements, compared to 630 agreements during 2025, stating that the number of agreements of a political nature would reach 120 agreements, compared to 115 in the previous year; while the number of agreements of an economic nature would reach 280 agreements, compared to 270 in 2025.

According to the performance efficiency report prepared by the Ministry on the occasion of discussing its draft budget for the fiscal year 2026, the number of cultural agreements concluded by Morocco will reach 125 in 2026, compared to 120 in 2025; while the number of agreements and treaties concluded in various fields will reach 150, compared to 140 in the previous year.

The forecasts also indicate that the total number of agreements will rise to 675 in 2027, and 505 in 2028, with the target value reaching 675 in 2029; while the number of agreements of a political nature is expected to reach 120 in 2027, and 96 in 2028, with a target of 120 in 2029.

According to the same document, a copy of which Hespress has, the number of economic agreements will stabilize at around 280 agreements in 2027 and 190 during 2028, with the target value reaching 280 agreements in 2029.

The report also clarified that cultural agreements will amount to 125 agreements in 2027 and 104 agreements in 2028, with the number expected to reach 125 agreements in 2029.

The project for performance efficiency for the foreign affairs and African cooperation sector stressed that the number of agreements and treaties in various fields will reach 150 agreements in 2027, and 115 agreements in 2028, with the target value reaching 150 agreements in 2029.

In the explanation, the report stated that the 2028 projections, which amount to approximately 500 legal mechanisms, were developed “taking into account projects under consideration and being negotiated in the bilateral and multilateral fields, as well as mechanisms that can be updated, renewed, or prepared within the framework of national or international entitlements, political transformations, and international economic fluctuations.”

The document also noted that the forecast for 2028 remains “linked to numerous internal and external factors, primarily related to the conclusion of negotiations concerning the relevant mechanisms and the extent to which scheduled bilateral meetings will be held or will be scheduled during royal visits, bilateral committees, or reciprocal visits of officials,” in addition to “the political agenda of each partner, taking into account the current situation at the international level.”

The performance efficiency report stressed that “achieving the target value for the forecast year is mainly linked to the bilateral and multilateral contexts,” as they “lead to accelerating or slowing down the pace of signing agreements, and other objective factors related to the practices in place in each country.”

The document indicated that the reduction in the value of the forecast compared to previous years is due to “taking into account international obligations, such as running for a non-permanent seat on the Security Council,” as well as “new national orientations in the political and economic fields. Starting from the year of achievement, i.e. 2024, some powers were delegated from the central level to the local and regional levels in the economic field,” not to mention “the interest of some of the Kingdom of Morocco’s partners in concluding agreements with constitutional or national non-governmental institutions.”
