Sources told reporters that ahead of Zelensky’s visit to Washington, Ukraine has offered to share its drone technology and manufacturing expertise with the United States in exchange for American weapons and energy supplies. This includes advanced negotiations on a deal under which Ukrainian drones manufactured in the United States or Europe would be exported back for use by American forces.

"We have begun negotiations on a unique technology exchange agreement that will give the United States access to Ukraine's advanced technologies in the field of unmanned aerial vehicles. This partnership is not only a strategic advantage for Ukraine, but also a real contribution to the security of the United States and its allies around the world," said Ukrainian Ambassador to the United States Olga Stefanyshyna.

Sources told reporters that U.S. and Ukrainian officials are also discussing the possibility of exporting liquefied natural gas from the U.S. to Ukraine. Zelensky will reiterate this request during his meeting with Trump and, in exchange, may offer the opportunity for U.S. oil companies to use Ukraine's pipeline infrastructure for exports to Slovakia and Hungary, they said.

In addition, the agency's interlocutors shared that Ukrainian officials have also offered US companies cheap storage of liquefied natural gas in Ukraine's vast underground storage facilities to help increase exports of American energy resources to Europe.

Who will pay for US military aid?

The agency emphasized that one of the key issues at the moment remains who will pay for the additional military support from the United States. Washington has made it clear to its European allies that they will pay for these costs.

A Ukrainian official, who spoke on condition of anonymity, told reporters that seven countries intend to participate in financing the next arms shipments to Ukraine under the PURL program. He said two shipments have already been delivered and two more are in preparation.

In addition, the Ukrainian official said that Ukraine may loosen military controls on the export of military equipment, which could stimulate the supply of Ukrainian naval drones. He added that four non-Western countries have expressed interest in becoming potential buyers of the weapons.
