At the pace of an almost non-stop agenda, the Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, conducted 43 bilateral meetings on the sidelines of the 93rd Interpol General Assembly, organized in Marrakech from November 24 to 27, 2025, according to a statement from the General Directorate of National Security (DGST).

These meetings were held at the request of the participating delegations. They aimed to address issues of common security interest and to coordinate bilateral actions. They also sought to strengthen existing relations and establish new ones. Furthermore, they marked an opening to new partners in Europe, Asia, Latin America, and Africa.

They were also part of a desire to strengthen the Moroccan security model and to put it at the service of the Kingdom's interests. They paved the way for mutual assistance and technical support in the policing field with international and regional organizations, particularly in the areas of maintaining public order, combating cybercrime and various forms of organized crime.

At the European level, the discussions brought together a wide range of officials. Abdellatif Hammouchi met with the Chief of Police of Poland. He also received the Deputy Prime Minister and Minister of the Interior of Serbia. He held talks with the head of the Federal Republic of Russia's investigative body and with the Deputy Director General of the Swedish National Police.

Furthermore, the head of the DGSN-DGST division met with the Chief of Police of Denmark. He also received the Director General of Security of Montenegro and the Deputy Director General of Police of Slovenia. He also met with the Deputy Director General of the Swiss Federal Police.

He held a meeting with the director of international security cooperation of Slovakia and the director of international operational cooperation of the Ministry of the Interior of Bulgaria, as well as the deputy inspector general of the police of Romania.

These meetings were complemented by discussions with Holger Münch, head of the German Federal Criminal Police Office (BKA). Also held were meetings with Francisco Pardo Piqueras, Director General of the Spanish National Police, and the High Commissioner of the Hungarian Police, who was accompanied by the Senior Advisor to the Minister of the Interior.

Abdellatif Hammouchi also held talks with the Director General of Public Security of Italy, the Chief Inspector of Special Operations of the Ministry of the Interior of Belarus, the Director of Public Security of North Macedonia and the Director of International Security Cooperation of the Czech Republic.

In Africa, several security officials were received by Abdellatif Hammouchi. He met with the Director General of Police of Benin, the Director General of National Security of Mauritania, and the Director General of National Police of Burkina Faso.

Africa at the heart of the discussions

The head of the DGSN-DGST division also held discussions with the Director General of the National Police of Mali, the Delegate General for National Security of Cameroon, and the Inspector General of the Namibian Police.

The Minister of Justice of Rwanda, the Director General of Police of Sudan, the Deputy Director General of the National Police of Niger, and the Deputy Director General in charge of Human Resources of the Police of Chad were also received by Abdellatif Hammouchi.

The Director General of National Security and Territorial Surveillance also held discussions with the Central Director of the Judicial Police of Senegal, the Commander-in-Chief of the Police Forces of Gabon, the Inspector General of Police of Kenya, and the Director General of Criminal Investigations of Mozambique.

On the Latin American and Caribbean side, five meetings were held with the Director General of the Investigative Police of Chile, the Director General of the Federal Police of Argentina, the Commissioner General of the Royal Bahamas Police Force, the Director of International Security Cooperation of Brazil and the Head of the National Central Bureau of Panama.

Regarding the Asian continent, Abdellatif Hammouchi met with several security officials. He spoke with the director of the Central Bureau of Investigation and head of the Interpol office in New Delhi, India. He met with the governor and deputy minister of the interior of Turkey. He also received the deputy minister of the interior of Bahrain. A meeting was held with the head of the Kuwaiti National Central Bureau.

He also received the Inspector General of the Royal Malaysian Police Force. He met with the head of the National Central Bureau of Yemen. He received the Vice Minister of Public Security of China. He met with the Director General of the International Cooperation Office of South Korea and held talks with the Deputy Chief of Police of Nepal.

In addition to the meetings and discussions held by the Director General of National Security and Territorial Surveillance with the President of Interpol, its Secretary General, and members of its Executive Committee, he also held meetings with representatives of certain international and regional organizations participating in the work of the Interpol General Assembly. The objective is to strengthen multilateral security cooperation with organizations and forums related to security and peacekeeping operations.

In this regard, Abdellatif Hammouchi held talks with Mohammed Ben Ali Koman, Secretary General of the Council of Arab Ministers of the Interior, and with Abdelmajid Ben Abdallah Benyan, President of the Naif Arab University of Security Sciences, focusing on ways to develop Arab security action and mechanisms for modernizing police training programs at the Arab level.

The Director General of National Security and Territorial Surveillance also met with Faisal Shahkar, head of the United Nations Police Department and Under-Secretary-General for Rule of Law Affairs. Mr. Shahkar conveyed the UN Secretary-General's desire to strengthen security cooperation and partnership with the national security services of the Kingdom of Morocco, in order to support UN police forces, both at their headquarters in New York and in their peacekeeping missions in various regions of the world.

A meeting was also held with Tal Goldstein, a member of the World Economic Forum's Executive Committee and Head of Development Programs and Strategy at the Information Systems Security Center. He expressed his desire to develop cooperative relations and exchange experiences and expertise between the World Economic Forum and Morocco, particularly in the field of information security and the fight against cybercrime.

Two Memoranda of Understanding signed

Some of the bilateral meetings held by the Director General of National Security and Territorial Surveillance with heads of security delegations were marked by the signing of memoranda of understanding and partnership agreements on strengthening security cooperation in the fight against transnational organized crime.

In this context, Abdellatif Hammouchi signed a memorandum of understanding with Håkon Skulstad, Commissioner General of the Norwegian National Police, in order to advance and develop bilateral cooperation relations between the two countries in the field of preventing and combating cross-border organized crime.

The bilateral meetings were also marked by the signing of a memorandum of understanding with the Ethiopian federal police, concerning the framework and development of operational, informational and technical cooperation between the two countries in the fight against the various forms of violent crime and organized criminal activities threatening the security of both states.

This agreement also allows the Moroccan National Security services to provide their Ethiopian counterpart with all the necessary assistance in terms of training, technical and informational support, in order to help them develop their human resources and strengthen their capacities in the field of crime prevention and control.

In total, these 43 meetings had one very clear objective: to consolidate international security cooperation, open new partnerships and strengthen joint action against different forms of crime, within the framework of the Interpol General Assembly held in Marrakech.
