The US-based Institute for the Study of War (ISW) wrote about this in its analysis on Friday.

Analysts analyzed statements by Russian dictator Vladimir Putin during a Security Council meeting on Friday, in which he confirmed receipt of the US plan.

The Kremlin leader said that the Kremlin agrees with the proposals that were discussed at the Alaska summit.

At the same time, he spread a narrative about the"root causes of the war", security guarantees for Ukraine from Russia or China, and the unacceptable presence of a civilian contingent in Ukraine.

ISW states that Russia's demands have not changed so far. Public statements by Kremlin officials do not show any deviation from the long-standing position on Ukraine.

The institute's analysts also cited an article in the Russian opposition publication Verstka, which states that Moscow will not sign the agreement in its current form.

First of all, according to media reports, Russia does not agree with the proposed security guarantees for Ukraine and the use of frozen funds.

The Kremlin also believes that the reduction of Ukraine's armed forces and the sanctions mitigation mechanism proposed in the document are insufficient.

The analysis states that Russian officials are creating informational premises in the public space to reject the American 28-point plan because it meets many, but not all, of the Kremlin's demands.

Putin and other Russian politicians claim that the occupiers can achieve their goals through military means.

The Chief of the General Staff of the Russian Armed Forces, Valery Gerasimov, informed V. Putin that Russian forces will continue their mission to occupy the remaining parts of the Luhansk, Donetsk, Zaporizhia and Kherson regions according to existing plans.

These statements are confirmation to the Russian public, which expects the Kremlin to fully occupy all four areas.

ISW concludes that the US-proposed peace plan will not bring Russia and Ukraine closer to a just and lasting peace, but will create conditions for renewed Kremlin aggression in the future.

Analysts say the limited duration of the security guarantees for Ukraine – 10 years – will allow Russia to invade again with a rebuilt and experienced military force. The proposed territorial divisions will also contribute to the continuation of the war.

ISW also believes that the withdrawal of the defending forces from the Donetsk region would leave Ukraine defenseless and allow Russia to resume its offensive in the southern part of the Kharkiv region, and in the eastern parts of the Zaporizhia and Dnipropetrovsk regions.
