"The Allies agree that this 5% commitment will be composed of two essential categories of defense investment." The third point of the agreement from the Hague summit, signed this Wednesday, stipulates that NATO member countries must indeed increase their military spending to 5%. But it does not include the term"all," which is something Spain managed to eliminate and which is a fundamental part of the resistance exercised by Prime Minister Pedro Sánchez. It is even rebellious, as it is the only country that has flatly refused to accept this point.

"We agree that we disagree," said NATO Secretary General Mark Rutte when asked about Spain's position at the press conference following the NATO leaders' meeting. The Alliance maintains that, no matter what he says, Sánchez will have to increase spending by 2.1% to meet his military capabilities, while the government continues to say the opposite.

"Allies will allocate at least 3.5% of GDP annually, according to the agreed definition of NATO defense spending for 2035, in order to finance fundamental defense requirements and meet the NATO Capability Objectives," the document continues, which states that countries must present"annual plans that show a credible and incremental path to achieve this objective." Here, the Alliance points out, it will be possible to monitor whether Spain is really fulfilling its obligations.

"In addition, Allies will contribute up to 1.5% of annual GDP to, among other things, protect our critical infrastructure, defend our networks, ensure our civil readiness and resilience, drive innovation, and strengthen our defense industrial base," he added.

That is, the 3.5%+1.5% model that Rutte has devised to make it easier for countries to reach the 5% that the United States demanded, given that this second part, the one that refers to the point and a half, will be easy to achieve.

The text also states that"the trajectory and balance of spending under this plan will be reviewed in 2029, in light of the strategic environment and the updated Capability Targets." This means that in four years, NATO will review whether the 5% agreed upon at this summit in The Hague is still sufficient, should be increased, or reduced, although the latter seems unlikely.

The document also reaffirms the commitment to Article 5, which states that"an attack on one is an attack on all." This means that if Russia attacks, for example, Finland, Poland, or any other Eastern European country that is part of the Alliance, the entire NATO coalition will come to its defense."We remain united and steadfast in our determination to protect our billion citizens, defend the Alliance, and safeguard our freedom and democracy," the document adds.
