Morocco's Sahara Autonomy Initiative and Political Consultation

Morocco's Sovereignty and Development in the Sahara

The Republic of Senegal welcomed the historic adoption, on October 31, 2025, by the United Nations Security Council, of Resolution 2797 which enshrines, within the framework of Moroccan sovereignty, the preeminence of the autonomy plan proposed by the Kingdom as the only serious, credible and lasting basis for achieving a political solution to the artificial dispute over the Sahara.

This position was expressed in the joint communiqué adopted on Monday in Rabat, following the talks between the Minister of Foreign Affairs, African Cooperation and Moroccans Living Abroad, Nasser Bourita, and the Minister of African Integration, Foreign Affairs and Senegalese Abroad, Cheikh Niang, who is on a friendship and working visit to the Kingdom.

After reiterating Senegal's constant and firm support for the territorial integrity of the Kingdom of Morocco and its sovereignty over its entire national territory, including the Sahara region, the head of Senegalese diplomacy also renewed the full support of his country's government for the autonomy plan under Moroccan sovereignty, presented by Morocco, as the only credible, serious and realistic solution for the settlement of this regional dispute.

Welcoming this position, Nasser Bourita thanked the Senegalese side for its firm and constant support for Morocco’s territorial integrity and sovereignty over its entire territory, including the Sahara region, which demonstrates a perfect understanding of the genesis and developments of this issue as well as its repercussions on stability and regional integration, the joint statement emphasizes.

He also welcomed the opening by Senegal, on April 5, 2021, of a Consulate General in the city of Dakhla.

With this renewed support, Dakar confirms its role as a strategic partner and loyal ally of Morocco in Africa. Senegal's clear recognition of Moroccan sovereignty over the Sahara illustrates a lasting political convergence between two nations bound by a historical friendship and a shared vision of regional stability.
