European leaders must immediately and unconditionally support the US plan and begin direct negotiations with Moscow. Hungarian Prime Minister Viktor Orbán stated this position in a letter to European Commission (EC) President Ursula von der Leyen, Politico writes.

In response to the letter, an unnamed EU representative stated that, in addition to Hungary, the leaders of 26 other EU countries have repeatedly stated their unequivocal support for Ukraine and intend to continue this support. Hungary, Orbán stated, does not support the EU providing any further financial assistance to Ukraine in any form and does not agree to such a decision on behalf of the EU.

On November 21, Axios published a US plan for resolving the Russia-Ukraine conflict. It consists of 28 points and includes territorial transfers, security guarantees for Ukraine, and the lifting of sanctions against Russia. According to the document, Crimea, the Donetsk and Luhansk regions are fully transferred to Russian control and recognized as de facto Russian territories.

The three main criteria of the peace plan, according to US Vice President J.D. Vance, are: an end to fighting while preserving Ukraine's sovereignty, the plan being acceptable to both Russia and Ukraine, and maximizing the chances that fighting will not resume.
