The draft US resolution, amended several times during sensitive negotiations, endorses Donald Trump's plan that led to the implementation, on October 10, of a fragile ceasefire between Israel and Hamas in the Palestinian territory ravaged by two years of war triggered by the bloody attack by the Palestinian Islamist movement on October 7, 2023. The text, seen by AFP, authorizes the establishment of an International Stabilization Force (ISF) tasked with, among other things, supporting border security in cooperation with Israel and Egypt, the demilitarization of Gaza, the disarmament of non-state armed groups, the protection of civilians, and the training of a Palestinian police force. The composition of this force is not specified.

It also mandates a Peace Committee until December 31, 2027, a transitional governance body in Gaza until the reform of the Palestinian Authority. According to the 20-point plan annexed to the resolution, this committee is to be chaired by Donald Trump.

Unlike earlier versions of the text, the draft which is to be put to a vote on Monday at 5:00 PM (10:00 PM GMT) mentions the possibility of a Palestinian state.

Following the reform of the Palestinian Authority and the progress of the reconstruction of Gaza, the conditions could finally be in place for a credible path towards Palestinian self-determination and statehood, the text says.

Russian objections

Russia, which circulated a competing text, justified this initiative in particular by the fact that the American resolution did not go far enough on this point, affirming for its part an unwavering commitment to the two-state solution.

The Russian text, also seen by AFP, does not authorise the creation of a Peace Committee or the deployment of a force at this stage, asking the UN Secretary-General to propose options in this matter.

Faced with what they have described as attempts to sow discord, the United States has redoubled its efforts in recent days to push the Council to give its approval.

Any refusal to support this resolution is a vote in favor of the continuation of the Hamas terrorists' rule or in favor of resuming war with Israel, condemning the region and its population to perpetual conflict, insisted US Ambassador to the UN Mike Waltz on Friday in an article published in the Washington Post.

The Americans also highlighted the extent of support for this text, publishing a joint statement with Qatar, Egypt, the United Arab Emirates, Saudi Arabia, Indonesia, Pakistan, Jordan and Turkey.

Several diplomatic sources told AFP that, despite the criticisms from Russia, which has a veto right, and the reservations of other member states, who are concerned about a lack of clarity in the mandates of the Peace Committee and the ISF, it would be surprising if the American text were rejected.

The Russians know that, even if many members of the Council will play along with the Americans, they share concerns about the content of the American text and the way in which Washington has tried to accelerate its adoption, comments Richard Gowan of the International Crisis Group, doubting a Russian veto of a resolution supported by Arab countries.

It is more likely that China and Russia will abstain, express their skepticism about the plan, and then watch the United States struggle to implement it, he added to AFP.
