As the West prepares to consider the proposal, ambiguities surrounding its origins are causing growing concern among allies.

Polish Prime Minister Donald Tusk emphasized the importance of transparency before taking further steps."Together with the leaders of Europe, Canada and Japan we have declared our readiness to work on the 28-point plan despite certain reservations. However, before we start, it is important to know for sure who is the author of the plan and where it originated," said Tusk.

The debate escalated after the plan hit the media, surprising US and European officials. According to sources, the Trump administration issued a special waiver to allow Kirill Dmitriyev, a blacklisted ally of Putin, to enter the US at the end of October. Dmitriyev then met with real estate mogul Steve Witkoff and Jared Kushner, which allegedly led to the creation of the controversial plan.

One US official said no one at the State Department, including Secretary of State Marco Rubio, had previously seen the plan, while another claimed the document contained material previously rejected by Rubio. Trump told the Ukrainian president that the plan"will have to be approved" and set a deadline of November 27.

In Washington there is confusion about whether it is an American proposal or just a forwarded Russian document. Republican Senator Mike Rounds said Rubio informed senators that it was not an American plan, but that it appeared to have been originally written in Russian. Independent Senator Angus King claims similarly, stating that Rubio described the plan as a" wish list of the Russians".

The State Department pointed out that Rubio was included in the plan, while the US Secretary of State himself said:"The plan is based on the contribution of the Russian side, but also on the previous and ongoing contributions of Ukraine."

A Ukrainian source said that Rustem Umerov, Secretary of the National Security and Defense Council of Ukraine, met with Vitkoff in Miami, but that his role was not related to the substance of the plan, but rather technical.
