The British newspaper reported that Trump proposed the plan as a fallback solution after promising that US military units would not be deployed in Ukraine as part of security guarantees.
Instead, private American companies could deploy their soldiers to help build Ukrainian frontline defenses, protect new bases built near the front, and protect American business interests.
"Forefront fortifications and bases in the vicinity could be built by American private military contractors, just as they were in Iraq and Afghanistan," the newspaper claims, adding that European powers would see this as significant support. The presence of these companies in Ukraine would also act as a deterrent against another Russian invasion.
The US is discussing the plan as part of a broader discussion on possible security guarantees for Ukraine, which is being worked on by a so-called coalition of the willing led by the UK and France. The possible deployment of the aforementioned American companies began to be discussed after the US and Ukraine signed a mineral resources agreement at the end of April.
Security guarantees, rearmament of Ukraine and NATO training
According to the newspaper, Ukraine's European allies began working much more intensively on the final security guarantee plan after Trump told them that Russian leader Vladimir Putin had agreed to Western allies providing security guarantees to Ukraine during a joint meeting in Alaska in August.
The Coalition of the Willing has long argued that the main strategy for future deterrence is to build a strong Ukrainian army to protect the front lines after a ceasefire. Ukraine would be rearmed and its soldiers would receive training from European NATO countries. This plan would be implemented gradually, with flights initially to western Ukraine, such as Lviv, and over time, flights would begin to flow further east, including Kiev.
"The resumption of air travel is seen as a key element in reviving investment in the war-torn country and would also help refugees return home," the newspaper notes.
The plan also calls for Turkey to lead a naval mission in the Black Sea to secure trade routes to and from Ukraine. The mission, supported by Black Sea states Bulgaria and Romania, would also lead efforts to demine the waters.
Putin cannot be trusted and everything depends on the Americans
Any deployment by European allies is dependent on assistance from the United States. The newspaper says that logistics will need to be secured with American aircraft to transport the necessary equipment and troops eastward into Ukraine.
