"Ukraine, unlike Russia, is not afraid of any face-to-face talks with leaders," he said.

Security guarantees for Ukraine must be strong, Rite said.

"We do not want a repeat of the Budapest Memorandum or the Minsk Agreements," the NATO leader stressed.

Moscow signed the Budapest Memorandum in 1994, which aimed to guarantee Ukraine, Belarus and Kazakhstan security and border inviolability in exchange for them giving up their Soviet-era nuclear weapons. Russia violated the memorandum by first occupying parts of Ukrainian territory - Crimea and eastern Donbass - in 2014, and then launching a full-scale war against Ukraine in 2022.

The Minsk agreements on the settlement of the armed conflict in Donbas, which were reached in 2014 and 2015 with the participation of Western countries, were also not implemented.
