Telegraph publishes Europe's counter-proposal to the 28-point plan

The Telegraph newspaper has published a European counterproposal to Trump's 28-point plan. The US president's proposal largely accommodated Moscow's demands. In contrast to the US draft, the European plan offers significantly stronger support for Ukraine, as reported by Focus online.

One significant difference is that the European proposal does not impose any restrictions on the number of Ukrainian armed forces. Furthermore, the counter-proposal does not rule out Ukraine's accession to NATO. Unlike the US plan, it also does not specify any particular territories that Ukraine would have to cede. Instead, it states that territorial issues will be discussed and resolved after a complete and unconditional ceasefire. To this end, Ukraine is to receive robust, legally binding security guarantees to prevent future aggression.

The Reuters news agency, however, reports on a 28-point European plan. According to this plan, the size of the Ukrainian military should be limited to 800,000 personnel in peacetime. Furthermore, Russia should be readmitted to the G8 once a lasting peace has been achieved.

Negotiations are underway regarding the 28 points, or at least parts of them, Merz said afterward in an RTL/n-tv interview. He hopes that at least a partial agreement will be reached by Thursday. More is probably not achievable, but we have to make progress, and Donald Trump is certainly right about that, the Chancellor said.

Europe makes a new peace proposal in 24 points:

Trump, together with Russia, has drawn up a 28-point plan to end the war in Ukraine. The plan was deemed unacceptable by any NATO country except the US and Turkey. Japan also expressed criticism. Ukraine: Talks on US plan began in Geneva

Russian spy ship aims lasers at British pilots

On Wednesday morning, the Royal Navy spotted a Russian spy ship off the edge of British waters, British Defence Secretary John Healey said in a speech on Wednesday.

The Russian spy ship named Yantar has entered the extended waters of the United Kingdom in recent weeks and is now located north of Scotland.

Healey explained:"This is a vessel designed for gathering information and mapping our underwater cables. The British Navy reacted immediately: We deployed a Royal Navy frigate and aircraft to monitor and track every movement of this vessel. The Yantar even pointed lasers at our pilots."

This is not the first time this spy ship has appeared in European waters. At the beginning of November, the ship was escorted from the North Sea by the Dutch navy after being spotted near critical submarine cables. It had previously been in British waters in January 2025.

Russia is waging what is known as a hybrid war. Besides a massive propaganda campaign on social media aimed at discrediting Western leaders, the Kremlin is using such actions to deliberately sow fear and division among Western populations.
