Telegraph publishes Europe's counter-proposal to the 28-point plan
The Telegraph newspaper has published a European counterproposal to Trump's 28-point plan. The US president's proposal largely accommodated Moscow's demands. In contrast to the US draft, the European plan offers significantly stronger support for Ukraine, as reported by Focus online.
One significant difference is that the European proposal does not impose any restrictions on the number of Ukrainian armed forces. Furthermore, the counter-proposal does not rule out Ukraine's accession to NATO. Unlike the US plan, it also does not specify any particular territories that Ukraine would have to cede. Instead, it states that territorial issues will be discussed and resolved after a complete and unconditional ceasefire. To this end, Ukraine is to receive robust, legally binding security guarantees to prevent future aggression.
The Reuters news agency, however, reports on a 28-point European plan. According to this plan, the size of the Ukrainian military should be limited to 800,000 personnel in peacetime. Furthermore, Russia should be readmitted to the G8 once a lasting peace has been achieved.

Chancellor Merz introduces his own Ukraine proposal
Chancellor Friedrich Merz has stated that he has taken a step towards bringing peace in Ukraine a step closer by Thursday. He said at the G20 summit in Johannesburg that he had made a proposal below the comprehensive 28-point plan. However, he declined to elaborate on the details, saying that it would be discussed in Geneva.
The point is to at least take a first step on Thursday. That's when a deadline set by US President Donald Trump for Ukraine expires. If all of the 28 points listed there is too much to manage in five days, then I would at least like to attempt to reach an agreement on one point with Russia, on the Ukrainian side, and with the consent of the Americans and the Europeans.
Negotiations are underway regarding the 28 points, or at least parts of them, Merz said afterward in an RTL/n-tv interview. He hopes that at least a partial agreement will be reached by Thursday. More is probably not achievable, but we have to make progress, and Donald Trump is certainly right about that, the Chancellor said.

Europe makes a new peace proposal in 24 points:
Trump, together with Russia, has drawn up a 28-point plan to end the war in Ukraine. The plan was deemed unacceptable by any NATO country except the US and Turkey. Japan also expressed criticism. Ukraine would have to cede territories to Russia that Russia has not yet conquered, but which contain important defensive lines. Ukraine would also have to reduce the size of its army, but Russia would not.
The plan devised by European states earlier this year envisages stricter security guarantees for Ukraine in the event of a ceasefire. This aims to prevent Russia from re-attacking Ukraine from a position of strength after the ceasefire.
The US has not yet commented on the counter-proposal, reports The Telegraph. It differs from Trump's plan on several key points – particularly regarding territorial concessions, the size of the Ukrainian armed forces, and their potential accession to NATO.

Ukraine: Talks on US plan began in Geneva
Initial talks have taken place in Geneva regarding the US-proposed plan to end Russia's war of aggression against Ukraine. This was announced on Sunday via Telegram by Andriy Yermak, head of the Ukrainian delegation and chief of staff to President Volodymyr Zelenskyy. The first meeting was held between the nine-member Ukrainian team and the national security advisors from Germany, France, and the United Kingdom.
Talks with the US delegation are planned afterward. Peace plan unsettles Kyiv
Ukrainian President Volodymyr Zelenskyy wrote on Telegram that he was awaiting the outcome of the talks. We all need a positive result. The bloodshed must end, and it must be guaranteed that the war will not reignite.
The 28-point plan proposed by the US is causing concern in Kyiv and among its European allies, as critics argue it demands far greater concessions from Ukraine than from Russia. Among other things, Ukraine would have to cede territories to Russia that it currently defends successfully, reduce the size of its army, and renounce NATO membership. Trump on peace plan: Not the final offer
According to US President Donald Trump, the US peace plan for ending the war in Ukraine is probably not the final offer. The Republican denied this in response to a journalist's question in Washington before adding:"We're trying to end this one way or another."
Just on Friday, the Republican had increased the pressure on Ukraine, urging the country to essentially agree to the plan by next Thursday.

Washington is reportedly threatening Kyiv with halting the transmission of intelligence essential to the Ukrainian army and withholding weapons deliveries, according to two sources familiar with the matter. The Trump administration reportedly wants the Ukrainian leadership to sign the deal by next Tuesday.
Both Ukrainian and European leaders had described several of the measures proposed by Trump as completely untenable after the 28-point plan became public. EU foreign policy chief Kaja Kallas indicated on Thursday that the draft was too pro-Moscow."We have heard absolutely no concessions from the Russian side," Kallas said, referring to the aggressor that invaded Ukraine almost four years ago. Report: Trump administration exerts massive pressure on Kyiv over 28-point plan

Several arrests after bomb attack in Poland
Polish security services have reported several arrests in connection with the bomb attack on a railway line used for transporting aid to Ukraine. USA and Russia: 28-point plan for peace in Ukraine

Russian spy ship aims lasers at British pilots
On Wednesday morning, the Royal Navy spotted a Russian spy ship off the edge of British waters, British Defence Secretary John Healey said in a speech on Wednesday.
The Russian spy ship named Yantar has entered the extended waters of the United Kingdom in recent weeks and is now located north of Scotland.
Healey explained:"This is a vessel designed for gathering information and mapping our underwater cables. The British Navy reacted immediately: We deployed a Royal Navy frigate and aircraft to monitor and track every movement of this vessel. The Yantar even pointed lasers at our pilots."
The minister then addressed Russia's President Putin directly: My message to Russia and Putin is therefore: We are watching you, we know what you are doing, and if the Yantar heads south this week, we will be ready.
This is not the first time this spy ship has appeared in European waters. At the beginning of November, the ship was escorted from the North Sea by the Dutch navy after being spotted near critical submarine cables. It had previously been in British waters in January 2025.
Russia is waging what is known as a hybrid war. Besides a massive propaganda campaign on social media aimed at discrediting Western leaders, the Kremlin is using such actions to deliberately sow fear and division among Western populations. This is intended to discourage democracies from further supporting Ukraine.

The US is strengthening Ukraine's air defenses with Patriot systems.
The administration of US President Donald Trump has approved a $105 million arms sale to Ukraine. The sale includes spare parts, upgrades to current launchers, and other accessories to maintain the country's existing Patriot air defense systems. More than 30 injured in drone attack on Kharkiv

Poland suspects Russia behind railway attack
Poland has blamed Russia for the bomb attack on a strategically important railway line. Everything points to Russian intelligence services as the masterminds behind the sabotage, said Jacek Dobrzynski, spokesman for the intelligence coordinator in Warsaw. Ukraine orders 100 French fighter jets
Ukrainian President Volodymyr Zelensky and French President Emmanuel Macron have signed a letter of intent for Ukraine to purchase up to 100 Rafale fighter jets.
