"Looking at President Xi standing in Beijing today with the leaders of Russia, Iran and North Korea, it is clear that this is not just an anti-Western visual image. This is a direct challenge to the rules-based international system," Kallas told reporters.

"This is not just symbolic. Russia's war in Ukraine is being maintained with Chinese support. This is the reality that Europe now has to face," the EU's top diplomat stressed.

Russian and North Korean dictators Putin and Kim were in Beijing alongside Xi on Tuesday at a parade to mark the end of World War II.

"We are experiencing deliberate attempts to change the international order," Kallas said later in the speech.

"China and Russia are also talking about jointly leading changes not seen in a hundred years and about revising the global security order."

Kallas stressed that Europe must better use its "geopolitical power" in the face of global turmoil.

"A new global order is being created," Kallas warned.
