Ukrainian Leadership Response and Calls for Action

Military Assessment and Battlefield Reality

Namely, Russian forces attacked a thermal power plant in the Kyiv region, the Ukrainian Ministry of Energy announced this morning.

The announcement states that it is obvious that the aim of the attack is to cause even greater difficulties in the lives of the residents of Ukraine and"to leave Ukrainian houses, hospitals, kindergartens and schools without lights and heating".

Yermak spoke with Rubio

The head of the Cabinet of the President of Ukraine Andriy Yermak spoke by phone today with the US Secretary of State Mark Rubio about Russian attacks on Ukrainian cities, security guarantees for Ukraine and the tightening of sanctions against Moscow, the press service of the Ukrainian presidency announced.

"I informed Secretary of State Rubio about the constant Russian attacks on our cities, residential buildings, infrastructure - drones and rockets. For the first time, the enemy directly attacked the building of the Government of Ukraine with an 'Iskander' ballistic missile," he said, reports RBK Ukraine.

Yermak emphasized that Russia is systematically killing civilians, including children, and that such aggression must be"resolutely stopped".

"(Russian President Vladimir) Putin only understands force. He does not want to end the war. It is necessary to continue the pressure on the Russian Federation. Our goal is a just and lasting peace," Yermak said.

Yermak expressed gratitude to the American people and US President Donald Trump for, as he stated, leadership in efforts to end the war.

"I also thank the US Secretary of State, who is doing a lot to achieve a just peace. We continue to work together," Jermak added.

Ombudsperson of Chechnya: Women from Ukraine write to Kadyrov asking her to find their sons

The Commissioner for Human Rights of Chechnya, Mansur Soltayev, announced today that the mothers of Ukrainian soldiers are making numerous appeals to the President of that Russian republic, Ramzan Kadyrov, asking for help in finding their sons, who were forcibly taken from the streets and sent to the front lines.

Soltayev noted that he is receiving"hundreds of letters", and Ukrainian women, as he stated, are asking Kadyrov and Chechen human rights activists to help find the missing.

"Ramzan Akhmatovich's authority extends not only to the territory of the republic, but also far beyond its borders – one could say, all over the world," Soltayev said.

In their letters, the ombudsman added, Ukrainian women express confidence in Kadyrov and state that they do not trust the Kiev authorities, calling them"nationalists and Nazis".

"Work in this direction is directly carried out by the deputy of the State Duma, Shamsail Saraliyev, who participates in the 'exchange process', and also the commissioner for human rights in Russia," Soltayev said, adding that none of these appeals addressed to Kadyrov"will be left without due attention."

He reminded that Kadyrov provided and continues to provide assistance to the civilian population in the area of "special military operations".

Earlier, Kadyrov stated that peace will come when Ukraine becomes a region of Russia.

Two more underground schools were opened in Kharkiv region

Two new underground educational spaces were opened in the liberated city of Balaklia in the Kharkiv region, local media Dumka reported.

One educational center will function as an underground school with an area of over 1,100 square meters, located in the shelter of one of the specialized secondary schools. In the spring of 2025, Russian drones hit the Lyceum twice, damaging the roof and part of the building.

From 2023, the shelter hosts the Vulik ("Beehive") educational center, and this year an additional underground space for high school students was equipped. It includes six classrooms, areas for sports, reading, dining and entertainment.

Ukrainian government building hit

EU Ambassador to Ukraine Katarina Maternova, after visiting the Cabinet of Ministers building together with other heads of diplomatic missions on Monday, stated that it was damaged by the Russian Iskander ballistic missile.

"I saw with my own eyes: Putin knows exactly what he's doing. The Iskander ballistic missile that hit the Cabinet of Ministers was aimed right there – at the heart of the Ukrainian government," she wrote on Facebook, Ukrainian Pravda reports.

Maternova described a morning visit to the location together with other heads of diplomatic missions, accompanied by Ukrainian Prime Minister Yulia Sviridenko and the foreign and interior ministers.

"Only thanks to the missile not fully detonating, the entire building was not reduced to rubble. And thanks to the quick action of the incredible Ukrainian rescue services - true heroes - the fire was contained to three floors, before it consumed the rest of the building. This is the time for allies to engage, to massively increase the pressure on Russia and give Ukraine what it needs to protect its skies."

GUR: We killed them.

A source from the Ukrainian military intelligence service (GUR) told KI's independent that Ukrainian forces in the city of Khabarovsk killed and wounded members of a military unit accused of committing war crimes during the attack on Kyiv in 2022.

"Two explosive devices were activated in the parking lot near the military unit," the source said.

"The explosions took place at around 9 o'clock in the morning — exactly at the moment when the Russian army arrived for duty. As a result of the explosions, there are dead and wounded among the members of the enemy army," said the source from the GUR.

According to the source, the targeted unit was military unit 6912 of the 748th separate operational battalion of the Russian Guard, which is stationed in Khabarovsk, a city more than 6,000 kilometers from Ukraine.
