Gaza: Post-war population relocation plan unveiled – What it includes

Sunday, August 31

A post-war plan for Gaza is being circulated in the administration of President Donald Trump, which envisages US administration of the war-torn enclave for at least a decade, the temporary relocation of Gaza's population and its reconstruction as a tourist resort and industrial center, the Washington Post reported today, Sunday.

The Washington Post reported that according to a 38-page briefing it had seen, Gaza's population of 2 million would leave either through voluntary departures to another country or in limited areas within the territory during reconstruction.

Reuters previously reported that there is a proposal to build large-scale camps inside – and possibly outside – Gaza to house the Palestinian population. The plan is named after the US-backed Gaza Humanitarian Foundation, or GHF, a controversial US-backed humanitarian organization.

The exchanges for the Palestinians

Anyone who owns land would be offered a digital voucher in exchange for the rights to rebuild their property, the Post reported, adding that each Palestinian who left would be given $5,000 in cash and subsidies to cover four years of rent. They would also be provided with food for a year, it added.

The Post reported that the plan is called the Gaza Reconstruction, Economic Acceleration and Transformation Fund, or GREAT Trust , and was developed by the GHF.

In early August, the UN announced that more than 1,000 people have been killed trying to receive aid in Gaza since the GHF began operating in May 2025. Most were shot by Israeli forces operating near GHF facilities, according to the statement.

The statements about Riviera

The White House and the State Department did not immediately respond to a request for comment, but the plan for rebuilding Gaza appears to be in line with previous comments by the US president.

On February 4, Trump stated publicly for the first time that the US should take over the war-torn enclave and rebuild it as the Riviera of the Middle East after settling the Palestinian population elsewhere.

Trump's comments angered many Palestinians and humanitarian organizations about possible forced relocation.

Occupancy plan

Israeli forces pounded the outskirts of Gaza City overnight from the air and ground, destroying homes and driving more families from the area, as Prime Minister Benjamin Netanyahu's security cabinet met on Sunday to discuss a plan to capture the city.

The Israeli military has gradually escalated its operations around Gaza City over the past three weeks. On Friday, it ended temporary pauses in the area that had allowed aid deliveries, declaring the city a dangerous combat zone.
