The United States is considering offering Ukraine security guarantees similar to those under NATO's Article 5, which would require congressional approval and be legally binding, Axios reported, citing a senior US official.

According to the source, negotiations on these guarantees, as well as on measures for post-war peace and reconstruction, have made significant progress. American representatives emphasize that the goal is for Kiev to receive a strong, but not unconditional, security guarantee. “We want to give the Ukrainians a security guarantee that, on the one hand, is not a blank check, but on the other hand, is strong enough. We are ready to submit it to Congress for a vote,” the source said.

Three separate agreements are planned: one on peace, a second on security guarantees, and a third focused on reconstruction. For the first time, Ukrainian representatives have been presented with a detailed vision for the post-war period. It includes retaining sovereignty over approximately 80 percent of the country's territory, receiving the strongest security guarantee in Ukraine's history, and a massive economic prosperity package.

Negotiations on the recovery and economic support package are also progressing well. “When people see what they will get, not just what they will have to give, they are more willing to move forward,” the US representative noted.

In a related development, Donald Trump's special envoy Steve Witkoff is set to meet European leaders and Ukrainian President Volodymyr Zelensky in Berlin. This comes after a tense phone call between Friedrich Merz, Emmanuel Macron, Keir Starmer and Donald Trump, during which disagreements emerged over the approach to peace efforts. Trump later admitted that"some harsh words" were exchanged during the call, highlighting the differences in views on the US-backed strategy.
