Russian Strikes on Ukrainian Infrastructure

Ukrainian forces carried out coordinated attacks against an oil refinery in Russia's Saratov region and several targets in occupied territories, the Ukrainian General Staff confirmed on Tuesday.

Russian air defenses intercepted 37 drones overnight, including eight over the Saratov region, the Russian Defense Ministry reported.

A series of explosions and a large fire broke out at the oil refinery following the Ukrainian attack. The extent of the damage is still being assessed, the General Staff said.

The Saratov refinery had previously been attacked by drones on November 3, making this latest bombing the seventh attack on the facility since the beginning of 2025.

The governor of Saratov, Roman Busargin, stated on Telegram that drones had damaged civilian infrastructure, but did not confirm whether the refinery was directly hit. Russian media reported that the regional airport temporarily imposed flight restrictions following the incident.

The Saratov refinery produces more than 20 types of petroleum products, including gasoline, diesel, fuel oil, and bitumen. In 2023, the plant processed approximately 4.8 million metric tons of crude oil, according to the General Staff of Ukraine. Some of these products are used by the Russian military.

Saratov is a major industrial center located approximately 150 kilometers from the border with Kazakhstan and about 600 kilometers east of the Ukrainian front line.

During the night attack, Ukrainian forces also shelled fuel tanks at the Sea Oil Terminal in the city of Feodosia, in Russian-occupied Crimea. The terminal serves as a key hub for supplying fuel and lubricants by sea to the Crimean Peninsula and occupied areas of southern Ukraine.

The General Staff in Kyiv indicated that it had received reports of damage to several fuel depots in Feodosia. Due to its geographical location, this infrastructure plays a vital role in the transfer of fuel and petroleum products from Russia to Russian troops fighting on Ukrainian territory.

The occupied Donetsk region was also attacked, where Ukrainian drones struck a Russian military warehouse and a troop concentration near the village of Ocheretyne.

While gradually losing ground in some areas of the front, Ukraine continues to successfully attack Russian energy infrastructure.By some estimates, Kyiv has managed to reduce Russia's oil refining capacity by more than a fifth.

Moscow largely finances its war machine thanks to the revenue provided by its oil sector, making these facilities priority strategic targets for Ukrainian forces.

The Ukrainian General Staff framed these attacks within its campaign to “destroy the military and economic potential of the Russian aggressor,” carried out in the early hours of November 11 by units of the Ukrainian Defense Forces.
