Tax cuts, wage increases and interventions in the housing market against the backdrop of addressing the issue of precision and demographics were announced from the podium of this year's TIF by Prime Minister Kyriakos Mitsotakis, who chose to begin his speech with the same words he had addressed at the TIF of 2016.
I will not make promises, nor money that does not exist. I will never do that. I am here to talk about participatory development, he repeated, announcing measures worth approximately 1.6 billion euros, attempting to send messages both within his party and to the opposition from which he requested broader consensus, setting as a parallel goal a third four-year term at the helm of the country after the 2027 elections.
The Prime Minister noted that the core of the policy is the improvement of income, the security of the country and hope for the young. The cost of living, as everywhere, has increased. Our central priority is to support income as a bulwark against the pandemic, he noted, starting the announcements for the individual measures – both immediate and those that will take effect in two years.
Reductions in tax rates
Stressing that his government has reduced 72 such burdens, he commented that the time has come to support those who have not benefited as much as others, claiming that the government will proceed with the boldest income tax reform in the history of the post-government era, which, he said, will relieve more than 4 million taxpayers, assuring that their announcements are cost-effective and in line with European rules.
Regarding the reduction in tax rates, the Prime Minister said that they are being reduced by two points for everyone with an additional reduction for each child. In detail:
For an income of 10,000-20,000 euros:
– from 22% to 18% with one child, to 16% with two children, to 9% for three children, zero for many children.
– annual benefit of 20,000 euros: with 2 children 600 euros, with 3 children 1,300 euros, with 4 children 1,680 euros.
For an income of 30,000 euros:
– annual benefit: without children 400 euros, with 1 child 800 euros, with 2 children 1,200 euros, with 3 children 2,100 euros, with 4 children 4,100 euros.
For income of 40,000 – 60,000 euros:
At the same time, an intermediate rate of 39% is being established from 44% today.
For young people up to 30 years old
Our most important intervention concerns young people, the prime minister emphasized, and announced zero tax for workers under 25 years old and up to 20,000 euros - and a reduction to 9% from 22% until they are 30.
The initiative for young people:
-Up to 25 years old, with 15,000 euros: annual benefit of 1,283 euros
-Up to 25 years old, with 20,000 euros: annual benefit of 2,480 euros
-From 26-30 years old, with 20,000 euros: annual benefit of 1,300 euros.
ENFIA reductions in villages, lower tax on rental income
A lower rate of 25% is established for rental income from 12,000-24,000 euros and ENFIA is halved from 2026, in villages with up to 1500 residents.
It is our duty to keep our villages thriving. ENFIA will be halved from 2026, in villages with up to 1,500 residents. It will be completely abolished in 2027, announced Mr. Mitsotakis.
To declare the actual rents
I don't think there is a single person who believes that the lowest average declared rent is 255 euros. Since the tax is reduced by the intermediate rate and the return of a rent is permanent, I believe that both tenants and owners have an incentive to declare the actual rents. When this happens, I am open to considering further reductions in property taxation.
Construction of apartments in 3 camps for uniformed and non-uniformed personnel
The Prime Minister said that the government is building 2,000 apartments on former military camp sites, 25% of which will house Armed Forces personnel and 75% will house citizens who do not have a primary residence.
VAT reduction on offshore islands
He also said that VAT is being reduced by 30% on offshore islands with less than 20,000 inhabitants.
Increases for enlisted personnel and diplomats
The Prime Minister also announced increases for enlisted personnel and diplomats with the new upgraded Payroll for Armed Forces, Greek Police, Fire Department, Coast Guard-Greek Coast Guard and Diplomatic Corps personnel. The total number of Armed Forces and Security Corps personnel is 151,422.
Investment discounts, simplified licensing for businesses
Mr. Mitsotakis announced that the discount on investments in defense and vehicle manufacturing is being doubled. The aid may reach up to 150 million euros.
For small and medium-sized enterprises, he stated that the Ministry of Development's bill is ready to further simplify licensing procedures.
The personal difference for pensioners is abolished in 2027.
In 2026, the personal difference will be halved and in 2027 it will be abolished, as Mr. Mitsotakis said, underlining that this will result in an additional benefit for 671,000 pensioners, in addition to the relief from the new rates.
Evidence is decreasing
The residence and car allowances for 500,000 taxpayers are also being reduced.

Social justice
The Prime Minister spoke of reforms based on social justice and national responsibility, speaking of a comprehensive reform plan.
Call to the opposition
Political stability becomes a prerequisite for prosperity, it is an intangible advantage that fortunately our own country possesses, an element that was earned with difficulty, too difficult to be questioned casually and at the first opportunity. And that is precisely why I so often ask for the tone of party disagreements to be lower. Fewer slogans, more serious arguments. We are enough to move forward, but we are not so many, however, to be divided, said the Prime Minister.
He said that 2026 and 2027 are major milestones, but he set 2030 as a milestone with reforms that go beyond government circles and require broader consensus, as he stated.

These lower wholesale prices must be passed on to consumers, if this does not happen we will not hesitate to intervene, he said.
