Europe has brought its vision for peace in Ukraine to the table. The delegation composed of the United Kingdom, France, and Germany presented its plan in Geneva, which draws inspiration from the American one and aims to also assert the position of the Old Continent, which will be at the forefront in the future to ensure the security of Kiev. The 27-point document was released by Reuters as follows:

  1. Ukraine's sovereignty must be reconfirmed;
  2. A comprehensive non-aggression agreement between Russia, Ukraine, and NATO will be reached. All the ambiguities of the last 30 years will be clarified;
  3. After the signing of a peace agreement, a dialogue between Russia and NATO will be initiated to address all security issues and create a de-escalation environment that ensures global security and fosters opportunities for connectivity and future economic development.
  4. Ukraine will receive robust security guarantees.
  5. The size of the Ukrainian armed forces will be limited to 800,000 peacetime personnel (200,000 more than proposed by the United States).
  6. Ukraine's membership in NATO will depend on the consensus of the Alliance's members, which currently does not exist.
  7. NATO agrees not to permanently station troops under its command in Ukraine during peacetime.
  8. NATO fighter jets will be stationed in Poland.
  9. A US guarantee mirroring Article 5: The United States will receive compensation for this guarantee; if Ukraine invades Russia, the guarantee will be revoked; if Russia invades Ukraine, in addition to a strong coordinated military response, all global sanctions will be reinstated and any recognition of new territories or benefits arising from the agreement will be revoked.
  10. Ukraine is eligible for EU membership and will receive short-term preferential access to the European market while membership is being evaluated.
  11. A robust comprehensive reconstruction package for Ukraine that will include, but is not limited to: the creation of a Ukraine Development Fund to invest in high-growth sectors, including technology, data centers, and AI-related initiatives; the United States will work with Ukraine to jointly restore, develop, modernize, and operate the country's gas infrastructure, including pipelines and storage facilities; Joint efforts to redevelop war-affected areas, rebuilding and modernizing cities and residential areas; infrastructure development; and mineral and natural resource extraction; a special financing package will be developed by the World Bank to accelerate these efforts; Russia will be gradually reintegrated into the global economy: sanctions relief will be discussed and agreed upon in phases and on a case-by-case basis; the United States will enter into a long-term economic cooperation agreement to pursue mutual development in the fields of energy, natural resources, infrastructure, AI, data centers, rare earths, Arctic projects, and other mutually beneficial business opportunities. Russia will be invited back to the G8;
  12. Ukraine will be fully rebuilt and financially compensated, including through Russian sovereign assets that will remain frozen until Russia compensates for the damage caused to Ukraine (the American version, however, stipulated that $100 billion of frozen Russian funds would be invested in a"US-led effort to rebuild and invest in Ukraine" and that the United States would receive 50% of the profits from this initiative);
  13. A joint security task force will be established with the participation of the United States, Ukraine, Russia, and the European Union, tasked with promoting and enforcing all provisions of the agreement;
  14. Russia will enshrine in law a policy of non-aggression toward Europe and Ukraine;
  15. The United States and Russia agree to extend the nuclear non-proliferation and control treaties, including the Fair Trade Treaty. Start;
  16. Ukraine agrees to remain a non-nuclear state under the Non-Proliferation Treaty;
  17. The Zaporizhia nuclear power plant will be reactivated under IAEA supervision, and the energy produced will be shared equally between Russia and Ukraine (50-50);
  18. Ukraine will adopt EU rules on religious tolerance and the protection of linguistic minorities;
  19. Ukraine commits not to recover its occupied territory by military means. Negotiations on possible territorial exchanges will begin at the Contact Line (whereas the US version envisaged that certain areas would be recognized as"de facto Russian");
  20. Once future territorial arrangements are agreed upon, the Russian Federation and Ukraine commit not to change them by force. Security guarantees will not apply in the event of a violation of this obligation;
  21. Russia will not impede Ukraine's use of the Dnieper River for commercial activities, and agreements will be reached to allow grain shipments to transit freely through the Black Sea;
  22. A humanitarian committee will be established to resolve outstanding issues: all prisoners and bodies will be exchanged according to the"all for all" principle; all detained civilians and hostages will be released, including children; a family reunification program will be initiated; measures will be taken to address the suffering of victims of the conflict;
  23. Ukraine will hold elections as soon as possible after the signing of the peace agreement;
  24. Additional measures will be introduced to address the suffering of victims of the conflict;
  25. The agreement will be legally binding. Its implementation will be monitored and ensured by a Peace Council chaired by President Donald J. Trump. Sanctions are foreseen for violations. Once all parties have approved the memorandum, a ceasefire will immediately come into effect, with both parties withdrawing from their agreed positions to allow implementation of the agreement to begin. The terms of the ceasefire, including monitoring mechanisms, will be agreed upon by both parties under US supervision.

Compared to the American version, point 3 has been deleted, which stated: “There will be an expectation that Russia will not invade its neighbors and that NATO will not expand further.”
