The draft calls for a de-escalation of the conflict, but states that Israel has the right to defend itself. It also emphasizes that Iran can never have nuclear weapons.

Among them, he says, are starving people trying to get food from what he calls a “lethal distribution system.” The UN was recently cut off from distributing aid to Gaza, replaced by an Israeli-backed plan after it said Hamas was diverting resources.
A new US-based organization, the Gaza Humanitarian Foundation, has taken its place, but dozens of people have previously been killed near aid distribution points. Now, Lazzarini warned that the deaths are continuing.
