Traian Băsescu is to receive a home from the state and has asked the Presidential Administration to also reinstate his former president’s allowance. In the spring of 2022, Băsescu lost both the right to use a villa from RAAPPS and his former president’s allowance, after the supreme court definitively ruled that he was a collaborator of the Securitate as political police, giving statements under the pseudonym “Petrov”.
On the agenda of Friday’s Government meeting is the following draft legislation:
DRAFT GOVERNMENT DECISION regarding the change of use for a property belonging to the public domain of the state and under the administration of the Autonomous Administration “State Protocol Patrimony Administration” (RAAPPS), from a protocol residence to an official residence, and amending Government Decision no. 60/2015 concerning the change of legal status for a property and designating it as an official residence for individuals who have held the position of Head of State of Romania. According to Digi24, the residence is intended for former President Traian Băsescu.
Additionally, according to Antena 3 CNN, Traian Băsescu has requested that the Presidential Administration reinstate his former head of state allowance, which is 75% of the current President’s gross salary (approximately 75% of 25,000 lei).
The Constitutional Court’s Decision on Traian Băsescu
In March 2022, the High Court of Cassation and Justice (ÎCCJ) ruled definitively that former President Traian Băsescu had collaborated with the Securitate, the communist-era secret police, as a political police informant, using the code name “Petrov”. According to the CNSAS, Băsescu provided information that may have contributed to preventing a Navy colleague from leaving the country.
Immediately after the court’s decision, Băsescu responded briefly, stating that he would appeal to the European Court of Human Rights (ECHR).
As a result of the final ruling, Băsescu lost access to:
- The protocol villa provided by RAAPPS
- The monthly allowance equal to 75% of the current President’s salary
- Permanent security and protection, as well as the free use of a vehicle, provided by the Protection and Security Service (SPP)
He later vacated the protocol villa on Gogol Street.
On July 1, 2025, the Constitutional Court of Romania (CCR) ruled that the legislative changes which stripped Traian Băsescu of these benefits were unconstitutional.
