Sheinbaum announces Michoacán Plan for peace

Mexico City. Mayor Claudia Sheinbaum Pardo announced that to address the crisis in Michoacán—which worsened with the assassination of Uruapan Mayor Carlos Manzo—her administration will begin outlining the Michoacán Plan for Peace and Justice starting this Tuesday.

This project, he said at the morning press conference at the National Palace, will be built with contributions from all sectors of the state — social, indigenous peoples, economic and political — and he is confident that he will present it this weekend or at the latest at the beginning of next week.

“Starting today, we will begin this work and we hope, with this open dialogue with different sectors, that by the end of the week, or if not at the beginning of next week, we can present this plan for peace and justice in Michoacán, based not on violence, but on building peace; yes, with security, with justice, but with a series of actions that we want to build with the people of Michoacán.”

He explained that the plan will be based on three central pillars: security and justice, economic development with justice, and education and culture for peace.

He reiterated what he stated yesterday regarding the assassination of the mayor of Uruapan: “Yesterday, I commented, I said, I affirm, our commitment to get to the truth and do justice in the case of the cowardly murder of Carlos Manzo (…) We share that feeling, his cowardly murder hurts not only his family and his community, but all of Michoacán and the country.”

The head of the Executive highlighted that Manzo represents the men and women who serve their people with dedication and who believe that politics is for transforming, not destroying.

“Unlike the usual suspects, those we already know, those who don’t care about what happens in Michoacán, we don’t make politics out of pain,” which is why he presented this justice and peace plan for the state.

This is “a comprehensive strategy based on a deep conviction that security is not sustained by wars, but by justice, development, and respect for life. Peace is not built with force, but with people and respect for communities.”

The governor indicated that this week, all members of her cabinet will listen to the voices of different sectors of the state to develop this project. She also said that she will meet with her entire cabinet this afternoon to define the next steps.

Regarding the three axes, he stated that in the area of security and justice, among others, the strengthening of the presence of federal forces in Michoacán will be included, not only the National Guard, but with joint units: GN, Secretariat of Security and Citizen Protection, State Security, local prosecutor focused mainly on homicides and extortions.

He proposed to the state prosecutor's office the creation of a special prosecutor's office to handle high-impact crimes.

It will also include bi-weekly security meetings with the security cabinet, an alert system for municipal presidents, and strengthening anonymous reporting for victims of extortion.

In the case of the second axis, the plan includes economic development, guaranteeing social security and decent wages for agricultural workers and the export culture, an agreement with the productive sector for the development of more well-being centers, among others.

Regarding education and culture, the governor detailed that the following are being considered: peace culture roundtables, a state campaign called"Let's Recover Michoacán," dialogue tables for peace, the peace schools program, transportation scholarships for university students, community sports, local high-performance centers, regional cultural centers, among others.

“Michoacán has never surrendered and neither have we. Michoacán has a brave, hardworking people with enormous hearts who have known how to rise up time and time again, and they are not alone,” he said.
