Twenty-eight points.

That’s the content of the unpublished Russian-American peace plan aimed at ending nearly four years of Russian aggression against Ukraine. The document – which is not known to have been approved by US President Donald Trump – reads as if it were dictated from Moscow. Ukraine would also have to hand over to Russia territories in the Donbass that are currently under Ukrainian control; the US would recognize Russian sovereignty over Crimea and the Donbass; Ukraine would have to reduce the size of its army by half – to 400,000; and Kiev would have to agree not to join NATO, while foreign units would not be allowed to be deployed in the part of the country that remains under Ukrainian control.

The plan would also stipulate that Ukraine would no longer receive long-range weapons, and the US would almost completely stop military aid. Ukraine would also have to commit to recognizing Russian as an official language and allowing the Russian Orthodox Church back into the country.

In return, the attacked country would receive unspecified American guarantees, and Moscow would also pay some “rent” for the Donets Basin, part of which would be used to repair the damage caused by the Russians. There is also talk of the Russians returning some territories in the Kherson and Zaporizhia regions. According to those familiar with the draft, the Russian-American proposal “crosses a number of Ukrainian red lines” and the plan is heavily in favor of Russia – it is no coincidence that Vladimir Putin would be happy if it were accepted.
