LATEST: The White House announced Thursday evening that all countries that have not signed a trade agreement will be notified of the tariff by midnight US time.

The deadline expires at 6:01 p.m. Friday, Norwegian time. By then, America's trading partners must have entered into a trade agreement with the Americans.
