Three European powers have written an alternative plan for peace in Ukraine. They based it on the American one, but modified it. For example, they are asking Russia to compensate Ukraine for all the damage it has caused. The lifting of anti-Russian sanctions would be phased and would also be assessed"on a case-by-case basis."

01:00 Reuters reports that it has seen a European counter-proposal to the 28-point peace plan for Ukraine. The counter-proposal, drawn up by the E3 European powers - Britain, France and Germany--is based on the American plan, going through it point by point, proposing changes and deletions.

The United States and Ukraine announced that they had created an"updated and revised peace framework" to end the war with Russia, apparently modifying an earlier plan drawn up by the Trump administration that Kiev and its allies considered too accommodating towards Moscow.

The European counter-proposal, prepared by three major European powers according to Reuters, for example, envisages that Ukraine will be"fully restored and financially compensated, including the use of frozen Russian state assets, which will remain frozen until Russia compensates for the damage caused to Ukraine". The easing of anti-Russian sanctions is to be discussed and negotiated in stages and"on a case-by-case basis". Russia will incorporate non-aggression pacts against Europe and Ukraine into its legislation. Ukraine will remain a state without nuclear weapons. Ukraine will be entitled to become an EU member state and until that happens, it will have preferential access to European markets. According to European ideas, the path to NATO is not closed for Ukraine, it is only stated that there is currently no consensus on this.

1.   Confirmation of the sovereignty of Ukraine.

2.   A total and complete non-aggression pact will be concluded between Russia, Ukraine and NATO. All the uncertainties of the last 30 years will be resolved.

3.   Point 3 of the American plan is deleted. The proposal originally stated that Russia was expected not to attack its neighbors and NATO would not expand further.

4.   After the signing of the peace agreement, a dialogue between Russia and NATO will begin with the aim of addressing all security concerns and creating a de-escalation environment that will ensure global security and increase opportunities for connectivity and future economic opportunities.

5.   Ukraine will receive robust security guarantees.

6.   The size of the Ukrainian army will be limited to 800 000 members in peacetime.

7.   Ukraine's accession to NATO depends on a consensus of NATO member states, which currently does not exist.

8.   NATO agrees that it will not permanently station its troops on the territory of Ukraine in peacetime.

9.   NATO fighter jets will be stationed in Poland.

10.  US Warranty similar to Article 5

a. The US will receive compensation for providing this guarantee

b. If Ukraine attacks Russia, the guarantee will be forfeited

c. If Russia invades Ukraine, in addition to a robust coordinated military response, all global sanctions will be reinstated and any recognition of new territories, along with all benefits from this agreement, will be withdrawn.

11.   Ukraine is eligible to become a member of the EU and will temporarily receive preferential access to the European market while this is being assessed.

12.   A robust global recovery package for Ukraine, which includes, among others:

a. Creation of the Development Fund of Ukraine for investments in fast-growing sectors, including technology, data centers and artificial intelligence

b. The United States will cooperate with Ukraine to restore, develop, modernize, and operate Ukraine's gas infrastructure, including pipelines and storage facilities

c. Joint efforts for the reconstruction, development and modernization of war-affected areas (cities and residential areas)

d. Infrastructure development

e. Mining of minerals and natural resources

f. The World Bank will develop a special financial package to accelerate these activities.

13.   Russia's gradual reintegration into the world economy

a. Sanctions relief will be discussed and negotiated in phases and on a case-by-case basis

b. The United States will conclude a long-term agreement with Russia on economic cooperation in the areas of energy, natural resources, infrastructure, AI, data centers, rare earths, joint projects in the Arctic, and other mutually beneficial business opportunities

c. Russia will be invited back to the G8.

14.   Ukraine will be fully restored and financially compensated, including the use of frozen Russian state assets, which will remain frozen until Russia compensates for the damage caused to Ukraine.

15.  A joint security working group will be established with the participation of the US, Ukraine, Russia and the Europeans to support and enforce all provisions of this agreement.

16.   Russia will legislatively enshrine a policy of non-aggression towards Europe and Ukraine.

17.  The United States and Russia agree to extend treaties on non-proliferation and nuclear arms control, including Fair Start.

18.   Ukraine agrees to remain a non-nuclear-weapon state under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

19.   The Zaporozhye Nuclear Power Plant will be restarted under the supervision of the IAEA and the electricity produced will be divided equally (50:50) between Russia and Ukraine.

20.   Ukraine will adopt EU rules on religious tolerance and the protection of linguistic minorities.

21.   Territories

Ukraine undertakes not to regain its occupied sovereign territories by military means. Negotiations on the exchange of territories will begin from the line of contact.

22.   Having agreed on future territorial arrangements, the Russian Federation and Ukraine undertake not to change these arrangements by force. Any security guarantees shall not apply in the event of a breach of this undertaking.

23.   Russia will not prevent Ukraine from using the Dnieper River for commercial purposes, and agreements will be made to allow grain to pass freely across the Black Sea.

24.   A humanitarian committee will be created to resolve outstanding issues:

a. Exchange of all remaining prisoners and bodies on the principle of"all for all"

b. Return of all civilian prisoners and hostages, including children

c. Family Reunification Program

d. Measures to alleviate the suffering of victims of the conflict

25.   Ukraine will hold elections as soon as possible after the signing of the peace agreement.

26.   Measures will be taken to alleviate the suffering of the victims of the conflict.

27.   This agreement will be legally binding. Its implementation will be monitored and guaranteed by the Peace Council, chaired by President Donald J. Trump. There will be sanctions for violations.

28.   Upon the agreement of all parties to this memorandum, a ceasefire will take effect immediately after both parties withdraw to the agreed positions so that implementation of the agreement can begin. The details of the ceasefire, including monitoring, will be agreed upon by both parties under the supervision of the United States.

The White House said final decisions on the revised and refined peace framework will be made by U.S. and Ukrainian presidents Donald Trump and Volodymyr Zelensky. Reuters and CBS News reported earlier on Sunday that Zelensky could visit the United States as early as this week.

Representatives of Ukraine and the United States in Geneva confirmed their readiness to continue cooperation to secure a peace that guarantees the security, stability and reconstruction of Ukraine. According to the joint statement, the Ukrainian delegation also"reiterated its gratitude for the unwavering commitment of the United States and personally of President Donald Trump for their tireless efforts to end the war and the loss of life," the White House added.
