According to The Moscow Times, First Deputy Chairman of the State Duma Defense Committee Zhuravlyov stated that only complete military victory and capitulation of Ukraine can bring a definitive end to the war.

Zhuravlyov claimed that Washington 's goal was to preserve Ukraine as a constant strategic threat to Russia.

"Even in a reduced military and territorial form, Ukraine would remain a significant danger, requiring us to keep our forces on the western borders," he said. In his opinion, the US is trying to free up resources for a possible conflict with China, using Ukraine as a tool to contain Russia.

He criticized the idea that the proposed deal could be seen as accommodating Russian demands, stating:"It would be strange to equate the US plan with Russian goals, no matter how much the US tries to present the deal as mutually beneficial."

According to the newspaper The Moscow Times, Russian leader Vladimir Putin confirmed on November 21 that he had received the entire proposal.

The Kremlin leader suggested that the document could serve as a basis for future negotiations, but noted that no substantive dialogue took place because Ukraine did not agree to the terms. He also indicated that Russia was ready to continue its military campaign, saying he was"satisfied with the current dynamics" of the war.

An unnamed source close to the Kremlin told The Guardian that Russian leader Vladimir Putin found certain elements of the US plan attractive. However, he expressed his dissatisfaction with the absence of a legally binding commitment to non-enlargement of NATO and the lack of a constitutional guarantee of Ukrainian neutrality.

The source added that Russia would accept Ukraine's membership in the EU only if military cooperation was explicitly excluded, citing Austria's neutrality as a model.

Earlier The Wall Street Journal announced that US President  Donald Trump presented a 28-point peace plan for Ukraine. The proposal would recognize Russian control of Crimea, Donetsk and Luhansk, establish demilitarized zones and offer amnesty to all parties involved in the war - effectively shielding Russian officials from prosecution.

The plan also proposes diverting $100 billion in frozen Russian assets to rebuilding U.S.-run Ukraine, with an additional $100 billion from Europe.

However, EU officials strongly rejected the plan , calling parts of it"scandalous". Critics argue that the plan offers no enforceable safeguards, undermines Ukraine's sovereignty and legitimizes Russia's territorial gains.

Ukrainian officials argue that only binding security guarantees can prevent future aggression and reject elections or territorial concessions made under foreign pressure.
