The document, according to Bloomberg, warns that Europe risks"destruction" if it does not change its security policy.
According to Bloomberg, the White House's message has resonated with European leaders at a time when Russia's war against Ukraine could reach a decisive stage. Among the leaders addressed are British Prime Minister Keir Starmer, French President Emmanuel Macron and German politician Friedrich Merz.
Concerns about US-Russian negotiations
European diplomats are concerned that the United States could try to strike a deal with Russia in a way that would weaken the West's common position. The revelation that U.S. envoy Steve Witkoff advised the Kremlin on how to present Trump's plan for Ukraine has further undermined the continent's trust in the U.S. administration, the agency writes.
In the strategy document, Washington also claims that European leaders have"unrealistic expectations" about the war and suffer from a "lack of confidence" in relations with Russia. According to Bloomberg, this complicates the situation for Great Britain, which is trying to remain a reliable ally of the United States.
Risk of weakening support for Ukraine
Diplomats point to difficulties in communication with both the American and Ukrainian sides. European leaders want to avoid a split with the US, but at the same time they are preparing for the possibility that"Trump could withdraw from participation in the conflict or change priorities". According to the agency, this would mean weakening access to intelligence information and stopping military assistance, which would directly affect Kiev's defense capabilities.
John Foreman, a former British defense attaché in Moscow and Kiev, commented on the situation, saying: “There is still a risk that the US will walk away from this whole issue and leave it to the Europeans to sort it out.” He added that “statements about standing ‘shoulder to shoulder for as long as it takes’ are not a strategy.”
Foreman also pointed to long-term failures."Europe has become accustomed to the American security blanket, underfunded its defense for years, ignored warning signs of disengagement, and been inadequately prepared. The consequences of this strategic mistake are now apparent."
According to the agency, the main goal of European officials is to prevent"the US from forcing a weakened Zelensky to withdraw troops from the Ukrainian Donbas and agree to an agreement without any serious security guarantees from America." European countries reject such a solution as unfair and warn that it would "only encourage a future wider war with Russia."
