Trump added that Russia's war in Ukraine would end quickly if these steps were taken.

European officials said last week after meeting with Trump that new tariffs on China or India were unlikely because that is not how they use tariffs and Europeans are generally more cautious in trade wars, especially with China.

The European Union has already banned the import of Russian oil and refined oil products such as diesel by sea, but many countries still continue to import Russian fossil fuels and liquefied natural gas. As a result, oil imports into Europe fell to $1.72 billion (€1.48 billion) in the first quarter of 2025 - compared to $16.4 billion (€14.06 billion) in the same period in 2021, according to the latest Eurostat data. The EU has slightly reduced Russia's share of liquefied natural gas imports from 22% in 2021 to 19% in 2025, while significantly increasing the US share of the market.

The president has repeatedly hinted at the possibility of imposing additional sanctions on Russia. In an interview on Friday, Trump said he was considering"very strong sanctions on banks and also on oil and tariffs."

He has already doubled tariffs to 50% on India's oil imports from Russia, a move he admitted on Friday had caused a rift in relations with the country. India has said it is being unfairly punished because other countries continue to trade with Moscow.

The European Union is in the final stages of negotiating a trade agreement with India, so it is unlikely that it will agree to it.

In his ultimatum to NATO, Trump also includes Turkey, the third-largest buyer of Russian oil after China and India. The EU has largely stopped oil purchases, with the exception of Hungary and Slovakia.
