NABU and SAPO exposed a senior member of parliament, heads of district and city military civil administrations, and National Guard servicemen for purchasing UAVs and electronic warfare equipment at inflated prices.

"Today, a number of measures were taken to expose persons involved in committing a corruption crime. Among those caught taking bribes are the current People's Deputy of Ukraine, heads of district and city military civil administrations; servicemen of the National Guard. The essence of the scheme was to conclude state contracts with supplier enterprises at knowingly inflated prices - up to 30% of the contract amount was returned to the participants in the crime in the form of ill-gotten gains," the report says.

As noted by NABU, four people have already been detained, details will be published later on the official resources of NABU and SAPO.

As noted, NABU and SAPO act exclusively within the limits of their legal powers, which are defined by current legislation.

"We are directing our efforts and focusing on results to obtain a quick and fair court decision. We note that this operation was made possible thanks to Law No. 4560-IX, signed by the President of Ukraine, which removed a number of barriers in the work of anti-corruption bodies and contributed to the stability of their activities in sensitive investigations for the state," NABU noted.

As NABU and SAPO emphasized, this operation is an example of how institutional support and team interaction at the highest level contribute to real changes, and they expressed gratitude to the President for promoting an independent anti-corruption infrastructure.

As NABU reported in Telegram, the organized criminal group included a People's Deputy of Ukraine of the 9th convocation, the former head of the Luhansk Regional Military Administration, and now the head of one of the district military administrations, the head of the city military administration, the head of a military unit of the National Guard of Ukraine, as well as the beneficiary of the enterprise and the director of the UAV supplier company.

According to the investigation, during 2024–2025, the participants of the organized group established a scheme for the systematic appropriation of budget funds allocated by local governments for the needs of the Defense Forces, as well as the receipt and provision of illegal benefits in particularly large amounts.

As established by NABU and SAPO, one of the schemes was implemented during the conclusion of a state contract for the supply of electronic warfare systems. For concluding a contract for the purchase of products at a knowingly inflated price, the members of the organized group received an illegal benefit in the amount of 30% of the contract amount.

A similar mechanism was used in the FPV drone procurement scheme. The military unit concluded a state contract worth almost UAH 10 million with a company that supplied products whose cost was overstated by about USD 80,000. After the contract was executed, the company's officials handed over their"kickbacks" to the members of the criminal group.
