Final Statement Draft
The preparatory meeting for the extraordinary Arab-Islamic summit held in the Qatari capital, Doha, yesterday, Sunday, condemned the Israeli attack targeting Doha, describing it as"cowardly and illegitimate," and affirming that it constitutes a flagrant violation of Qatar's sovereignty and a threat to regional peace and security.
The summit said in its draft statement: The emergency Arab-Islamic summit will be held in Doha, Qatar, on Monday, September 15, 2025, in response to an invitation from the Emir of the State of Qatar, Sheikh Tamim bin Hamad Al Thani, to discuss the Israeli aggression against the State of Qatar.
The draft final statement included several key points, but none of them mentioned any diplomatic or economic measures against Israel, including:
Condemning the Israeli attack on Qatar
In its draft final statement, the extraordinary summit condemned the cowardly and illegal Israeli attack on September 9 on a residential neighborhood in the Qatari capital, Doha. The attack included residential buildings for negotiating delegations, as well as schools and diplomatic missions. The attack resulted in the death of a Qatari citizen and several civilian casualties.
He stressed that the attack represents a blatant aggression against an Arab and Islamic country, a flagrant violation of the sovereignty of the State of Qatar, and a serious threat to regional peace and security.
He considered the attack on a neutral mediation site an assault on diplomatic efforts to restore peace, stressing that Israel bears full responsibility for its consequences.
The statement expressed absolute Arab and Islamic solidarity with the State of Qatar, considering the attack against it an aggression against all Arab and Islamic countries, and affirming its unified support for Qatar in all steps and measures it takes to respond to this treacherous aggression.
The statement praised the conscious, balanced, and wise stance taken by the State of Qatar in confronting this aggression, and its commitment to adhering to international law.
In a related context, the Arab-Islamic Summit, in its draft final statement, condemned Israel's aggressive practices, including crimes of genocide and ethnic cleansing, against the Palestinian people in the Gaza Strip, warning that they undermine the chances of achieving peace and coexistence in the region.
He also condemned any Israeli attempts to displace the Palestinian people from their lands occupied in 1967, considering this a crime against humanity and ethnic cleansing.
The statement warned that any Israeli decision to annex any part of the occupied Palestinian territories would have disastrous consequences that would undermine efforts to achieve a just and comprehensive peace for the Palestinian cause.
The statement also welcomed the New York Declaration, approved by the UN General Assembly last Friday, regarding the two-state solution and the establishment of an independent Palestinian state on the June 4, 1967, borders with East Jerusalem as its capital. 142 countries voted in favor of the declaration.
The Arab-Islamic summit in Doha affirmed that the international community's silence regarding repeated Israeli violations in the region encourages the occupation to persist in its aggression.
The summit called on the international community to take urgent action to halt Israeli attacks in the region, end the Israeli occupation, and set a binding timetable for this.
It affirmed its support for the mediation efforts undertaken by Qatar, Egypt, and the United States to halt the Israeli aggression on the Gaza Strip, which has been ongoing since October 2023.
