Ministry of Foreign Affairs announced that Thailand is ready to enter into peaceful negotiations if Cambodia is sincere in stopping violence after its continued attacks. It welcomes “Phumtham” to negotiate with “Hun Manet” as invited by the ASEAN Chairman in Malaysia on 28 July.
At 4:50 p.m. on 27 July 2025, Mr. Nikorndej Plangoon, Director-General of the Department of Information and Spokesperson of the Ministry of Foreign Affairs, announced the situation on the Thai-Cambodian border. Today, there is a part that must be explained and stated the facts of the events last night regarding the proposal for a ceasefire after Mr. Donald Trump, President of the United States, had a mobile phone conversation with Mr. Phumtham Vejjayachai, Deputy Prime Minister and Minister of Interior, in his capacity as Acting Prime Minister. The Thai side firmly reaffirmed its position by emphasizing peaceful negotiations, especially bilateral negotiations, which Thailand has always emphasized and would like to see Cambodia’s true intentions regarding a ceasefire and indiscriminate attacks. If Cambodia shows sincerity and honesty, the Thai side is ready to discuss and jointly determine clear measures and procedures for a ceasefire. as well as the peaceful and sustainable end to the conflict.
Cambodia has opened fire at several points along the Thai border, and has continued to do so up until now, with an emphasis on attacking civilians. This reflects Cambodia’s lack of sincerity in ending the use of force, saying one thing and doing another, and neglecting its international obligations. This should not happen to any country. Thailand’s retaliation and self-defense are something that Thailand cannot ignore inhumanity, whether it is the establishment of military bases and firing points in important places, temples, schools, and people’s houses, indicating the use of civilians as human shields, including attacks on hospitals on the Thai side, making treatment for injured civilians and soldiers more difficult. This is a serious violation of sovereignty and international law.
This morning, the Ministry of Foreign Affairs issued a statement regarding the Cambodian military’s use of lethal weapons to shoot at houses on the Thai side, causing damage in Surin Province. There were also false allegations that Thailand was the first to shoot.
Mr. Nikorndet also said that in the past, Thailand has demonstrated its potential at the regional and global levels to respect and comply with international agreements and regulations, which he still insists that Thailand's response this time is a legitimate dimension of Thailand under international charters and the United Nations Charter to defend itself from aggression, which the operation is only in proportion to the necessity for military response.
