The Financial Times (FT) reported today, citing sources, that US Deputy Secretary of Defense Dan Driscoll arrived in Abu Dhabi on Monday to hold talks with the head of Ukraine's military intelligence (HUR) Kyrylo Budanov and a Russian delegation as part of US efforts to end Russia's war against Ukraine. The talks between Driscoll and Russian representatives began on Monday evening, according to the newspaper.

Politico reported that this was a rare meeting between top US and Russian military officials, and that it was without US Secretary of State Marco Rubio or any other US negotiator. For Driscoll, who is the US deputy secretary of defence for the military, the Abu Dhabi stop was probably the most challenging of the week, during which he was also in Kiev and Geneva.

Pentagon spokeswoman Anna Kelly said President Trump appreciates Driscoll's efforts"to gather input from both the Russians and the Ukrainians to develop an agreement that ensures a lasting and enforceable peace."

Politico describes Driscoll, 39, as a surprising new international negotiator whom Trump calls “the drone guy” because he works on programs to modernize the US military.

According to Peskov, Moscow is aware that the originally published 28-point Trump plan to end the war is now undergoing changes."At the moment, the only essential thing is the American project, the Trump project. We believe that it could become a very good basis for negotiations. We still adhere to this opinion," Peskov said. Regarding the role of Europe in resolving the conflict in Ukraine, he said that without the participation of Europeans it is impossible to discuss the security system, so at a certain stage, according to him, Europe's participation in the negotiations will be necessary.

EU foreign ministers will hold a video conference on Ukraine on Wednesday, an EU official told Reuters on condition of anonymity because the meeting had not yet been officially announced.

The delegations of the United States and Ukraine, during Sunday's talks in Geneva, specified proposals for a possible end to the Russian-Ukrainian war, which, according to the media, were previously developed by the United States in cooperation with Russia. The result of the Geneva talks is a significantly revised peace plan, which has been reduced to 19 points. According to German Foreign Minister Johanna Wadephul, it is a significant achievement for Europe, because it participates in all points that concern it.

Russian President Vladimir Putin said on Friday that the American plan could be the basis for a final peaceful settlement of the conflict. Lavrov said today that Russia is still waiting for a"temporary" version of the peace plan after the US negotiations with Ukraine and the Europeans. According to him, Moscow welcomed the original, American variant, but if the amended provisional plan does not reflect the"spirit and letter" of the talks between Putin and Trump at the Alaskan summit, it will completely change the situation for Russia, the head of Russian diplomacy said.

"Our assessment remains valid in the sense that the key provisions of Trump's (original) plan are based on the agreement reached in Anchorage at the Russian-American summit this year in August. And these principles are generally reflected in the plan, which we welcomed," Lavrov told reporters in Moscow, according to Reuters."If the spirit and letter of the key understanding that we reached in Anchorage disappear, then of course it will be a fundamentally different situation," the Russian foreign minister warned. He added that Moscow was not putting pressure on Washington, but hoped that the United States would share the latest provisional text of the agreement with Russia as soon as it was ready.

Critics say the original plan from last week was clearly pro-Russian and reflected a number of Moscow's long-standing demands. It included Ukraine losing a significant portion of its territory, including that which Russia had failed to occupy, limiting its military to a maximum of 600,000 troops, and committing not to join NATO. The plan was revised at the Geneva talks, apparently based on European proposals. All of the points of contention, including territorial issues and broader relations between NATO, Russia, and the United States, were set aside, Reuters reported, to be decided directly by Trump and Zelensky.

Zelensky could travel to the United States for that purpose this week, Umerov said today."We look forward to organizing a visit by the Ukrainian president to the United States at the earliest convenient time in November to complete the final steps and conclude an agreement with President Trump," Umerov wrote in a post on the X network.
