Within the framework of the discussed security guarantees after the end of the war, European countries are preparing fairly clear plans for the possible deployment of troops in Ukraine with the support of the United States.
This was stated by European Commission President Ursula von der Leyen in an interview with Financial Times, Ukrinform reports.
Security guarantees are paramount and absolutely crucial,” she said. “We have a clear roadmap, we have reached an agreement in the White House… and this work is progressing very well.”
According to von der Leyen, EU countries are working on plans for a multinational deployment of troops and insurance from the Americans. At the same time, President Trump has assured that there will be an American presence as part of this insurance. This has been very clear and repeatedly confirmed, she added.
Last week, military leaders from the Coalition of the Willing had already worked out fairly clear plans, including discussing the necessary elements for a functional troop buildup, the head of the European Commission noted.
At the same time, she recalled that the final decision will depend on national governments: (But) the sense of urgency is very high… the process is moving forward. It is really taking shape.
"In recent months, there have been several meetings where it was clear that Europeans can be relied on," von der Leyen said."It is clear that when we say something, we do it," she noted.
The head of the EC believes that any deployment of Western troops will be a complement to the significantly strengthened Ukrainian army, which should be the core of deterrence. The European Commission, she added, will consider new financial mechanisms for sustainable financing of the Armed Forces of Ukraine as... a security guarantee.
Von der Leyen emphasized that after peace is achieved, Ukraine will need a fairly significant number of soldiers, who need good salaries and, of course, modern weapons... and of course, the EU will have to get involved.
She also confirmed that the current EU support programs for Ukraine, including budget assistance, will continue in peacetime.
In addition, Brussels will continue to fund the training of the Ukrainian military and will urge EU states to use the 150 billion euro fund to jointly produce weapons with Ukrainian companies or purchase weapons for transfer to Kyiv.
The Head of the European Commission stated that the nature of warfare has completely changed, pointing to the need to invest in the production of UAVs, air and missile defense systems, as well as in protection against cyberattacks.
According to the FT, European countries are considering the possibility of deploying tens of thousands of military personnel in Ukraine - with the support of American command, intelligence and surveillance systems.
This model was discussed during a meeting between Trump, Zelensky, and European leaders in Washington on August 18.
The newspaper reports that the continuation of the consultations will take place in Paris this Thursday at the invitation of French President Emmanuel Macron. The talks will be attended by German Chancellor Friedrich Merz, British Prime Minister Keir Starmer, NATO Secretary General Mark Rutte and European Commission President Ursula von der Leyen.
