(From Washington, United States) Volodymyr Zelensky received two peace initiatives drafted at the White House that meet his national security demands in the face of Russia's expansionist ambitions, but which in turn oblige him to satisfy all the territorial, economic and institutional demands proposed by Vladimir Putin during the summit he held with Donald Trump in Alaska.

The basis of the negotiation between the United States, Ukraine, and Russia could be summarized as follows:

Zelensky always asked to join NATO, Putin rejected it. Now, that issue would be resolved with the application of Article 5 of the NATO Charter in favor of Ukraine, as the United States has already agreed with Saudi Arabia, for example.

The three-paragraph draft of this initiative, which Infobae accessed, states:

“The United States affirms that a significant, deliberate, and sustained armed attack by the Russian Federation across the agreed armistice line into Ukrainian territory will be considered an attack that threatens the peace and security of the transatlantic community. In such an event, the President of the United States, exercising his constitutional authority and after immediate consultation with Ukraine, NATO, and European partners, will determine the measures necessary to restore security. These measures may include the use of armed force, intelligence and logistical assistance, economic and diplomatic actions, and other steps deemed appropriate. A joint assessment mechanism with NATO and Ukraine will evaluate any alleged violations.”

NATO members, including France, the United Kingdom, Germany, Poland, and Finland, affirm that the security of Ukraine is an integral part of European stability and commit to acting in conjunction with the United States in response to any violation that meets the criteria, ensuring a unified and credible deterrent posture.

This Framework will enter into force upon its signature and will remain in force for ten years, renewable by mutual agreement. A Joint Supervisory Commission, led by European partners with US participation, will monitor compliance.

Zelensky is consulting with Emmanuel Macron - President of France -, Friedrich Merz - German Chancellor and Keir Starmer - Prime Minister of the United Kingdom - to devise a response to the surprise initiative presented by the republican administration.

During the Alaska Summit, Putin proposed that Russia should keep the Donbas region of Ukraine, and Zelensky should renounce his claims to Crimea. Furthermore, the Russian leader demanded that the Ukrainian army be reduced to a minimum, that Ukraine should never join NATO, and that the United States and the European Union should lift all economic and financial sanctions against Moscow.

Steve Witkoff, Donald Trump's special envoy for Russia and Ukraine, secretly negotiated with Kirill Dmitriev, a trusted advisor to Putin. That negotiation resulted in a 28-point proposal that was delivered to Zelensky in Kyiv yesterday.

The draft of this proposal - read by Infobae - states the following:

“The sovereignty of Ukraine will be confirmed.

A comprehensive non-aggression agreement between Russia, Ukraine, and Europe will be concluded. All ambiguities of the past 30 years will be considered resolved.

The size of the Ukrainian Armed Forces will be limited to 600,000 personnel.

Ukraine agrees to enshrine in its constitution that it will not join NATO, and NATO agrees to include in its statutes a provision stating that Ukraine will not be admitted in the future.

Ukraine is eligible for membership in the European Union and will receive short-term preferential access to the European market while this matter is being considered.

Russia will be reintegrated into the global economy

Russia will be invited to rejoin the G8, (it is currently the G7)

Crimea, Luhansk and Donetsk will be recognized de facto as Russian, even by the United States.

Kherson and Zaporizhia will be frozen along the line of contact, which will mean a de facto recognition along that line.

Russia will relinquish other agreed territories it controls outside the five regions.

The 28 points presented to Zelensky were negotiated by envoys of Putin and Trump, but so far neither of the two leaders has made any reference to this peace proposal.

Zelensky made the draft agreement published by Infobae available to Macron, Starmer, and Merz. Ukraine and the EU have many doubts, and negotiations have begun that will continue throughout the weekend.

This negotiation, which will be secret, finds Zelensky in a weak position. Russia advanced on the Donbas in the last week, and the Ukrainian president is under pressure due to a complex corruption scandal that implicates his inner circle.

The military situation in the Donbas shows that Ukraine only controls 11.3 percent of its territory. The rest is already in the hands of the Russian army (See map).

The 28-point initiative and the proposal to make Ukraine a non-NATO ally are complementary.

Zelensky and his European allies must decide whether to accept the peace plan proposed by Trump, after a long negotiation with the Kremlin, or reject the roadmap and present another alternative that contains greater European and Ukrainian interests.
