Putin's Demands and Offers

Following the Alaska summit, leading European politicians and Ukrainian President Zelenkzyy will meet with US President Trump in Washington on Monday to discuss the next steps for peace in Ukraine. Reporter Paul Ronzheimer reports.

In the event of a peace agreement, Russian President Putin has reportedly agreed to accept American and European security guarantees for Ukraine."We'll talk about that tomorrow," announced US Secretary of State Rubio. Follow all developments in the Ukraine Ticker.

The meeting between Donald Trump and Vladimir Putin in Alaska ended without any results. According to the White House, Trump held a lengthy conversation with the Ukrainian president, who subsequently announced a trip to Washington. In his online service"Truth Social," the American president ruled out an immediate ceasefire, but is apparently willing to provide Ukraine with security guarantees.

All developments on the meeting in Alaska and the war in Ukraine in our live ticker:

8:08 PM – US security guarantees: Selenskyj speaks of “historic” decision

Ukrainian President Volodymyr Zelenskyy described the US security guarantees for his country, apparently proposed by US President Donald Trump, as a"historic" decision."Security guarantees must be truly practical, provide protection on land, in the air, and at sea, and be developed with European participation, as a result of our joint work," Zelenskyy said online on Sunday evening.

The Ukrainian leader had previously participated in a video conference with allies in the"Coalition of the Willing." According to German Chancellor Friedrich Merz (CDU), EU Commission President Ursula von der Leyen, and Italian Prime Minister Giorgia Meloni, Trump advocated for US security guarantees for Ukraine as part of a solution to end the war in Ukraine.

7:36 PM – Rubio: Will discuss US security guarantees for Ukraine on Monday

US Secretary of State Marco Rubio told CNN that the US believes some progress has been made through the Trump-Putin talks. Now they need to follow up. Ultimately, this should lead to a meeting between Presidents Volodymyr Zelensky, Vladimir Putin, and Donald Trump,"where we can conclude this matter. But we need to move this forward before we get to that point." Security guarantees offered to Zelensky could also include a US commitment, Rubio said."We'll talk about that tomorrow. (...) It would be a very big step for the president to offer a US commitment to a security guarantee."

US representatives had already discussed security details for Ukraine with national security advisors from European countries on Saturday. The goal is to be able to present these to Russia as part of a peace agreement. However, Russia and Ukraine will not get everything they want, Rubio said."If one side gets everything they want, that's not a peace agreement. That's called surrender, and I don't think this war will end anytime soon on the basis of surrender." Rubio told ABC that if there is no agreement to end the war, existing US sanctions against Russia will continue, and more could be added.

18:36 – Macron: Russia demands nothing less than Ukraine’s surrender

French President Emmanuel Macron accuses Russia of demanding nothing less than Ukraine's surrender."There is only one state that makes a peace proposal that would mean surrender: Russia," Macron said on Sunday after a video conference of Ukraine's allies in the "Coalition of the Willing." "The only ones who can talk about Ukrainian territory are the Ukrainian authorities," Macron emphasized.

He is convinced that Russian President Vladimir Putin"does not want peace," the French president continued."If we show weakness in front of Russia today, we are laying the groundwork for future conflicts." Then there will be a high price to pay."If Europe wants to be free and independent, we must be feared and we must be strong." At their meeting with US President Donald Trump on Monday in Washington, the Europeans will ask him how far he is willing to go with the security guarantees promised for Ukraine.

6:11 p.m. – Putin reportedly agreed to NATO-like guarantees for Ukraine

Russian President Vladimir Putin has reportedly agreed to the US and Europe offering Ukraine security guarantees similar to NATO's mutual assistance pact. Putin agreed to make such an agreement part of a potential peace agreement between Russia and Ukraine during his meeting with US President Donald Trump in Alaska on Friday, Trump's special envoy Steve Witkoff said.

"We were able to achieve this concession: that the United States can provide protection similar to Article 5, which is one of the real reasons why Ukraine wants to be in NATO," Witkoff said on CNN's "State of the Union."

EU Commission President Ursula von der Leyen later declared that the United States was ready to participate in a protection pledge similar to that of NATO states."We welcome President Trump's willingness to contribute to Article 5-like security guarantees for Ukraine," von der Leyen told reporters during an appearance with Ukrainian President Volodymyr Zelensky. The"coalition of the willing," including the EU, is ready to do its part.

5:36 PM – Fronts in Ukraine remain active

Russian and Ukrainian troops continue their fighting in eastern Ukraine. A total of 65 armed clashes were recorded throughout the day, the Ukrainian General Staff announced late in the afternoon. The front-line reports could not be independently verified.

Kupiansk and Pokrovsk were considered the focal points of the fighting. Near Kupiansk, Ukrainian positions were attacked with guided glide bombs and rocket launchers."Ukrainian units are conducting active measures to thwart the occupiers' plans and are achieving some success in some locations," the generals in Kyiv reported, without providing further details.

At the persistently hotspot of Pokrovsk, there were 27 attacks by Russian units throughout the day. The attacks were repulsed. The Russian army has been trying to bring Pokrovsk under its control for months. The city has already been largely destroyed in the costly fighting.

5:00 PM – Klingbeil sees next week as “decisive” for Ukraine

Vice Chancellor Lars Klingbeil sees the coming week as"very crucial" regarding the future of Ukraine and the question of whether a ceasefire will be reached there. The SPD leader said in a ZDF summer interview that the goal is to ultimately find a sustainable agreement."But now the Americans have to define what they want." There is currently a debate about security guarantees, but it is also very important"that Vladimir Putin lays down his weapons in Ukraine – people are dying there every day." Even while the Russian president is meeting with US President Donald Trump in Alaska, he continues to"attack Ukraine."

15:59 – Selenskyj calls for security guarantees based on NATO’s model

Before his meeting with US President Donald Trump, Ukrainian President Volodymyr Zelenskyy called for NATO-style security guarantees to end Russia's war of aggression. The guarantee must function like NATO's Article 5, Zelenskyy told journalists in Brussels during a meeting with EU Commission President Ursula von der Leyen. This refers to the military assistance clause, which stipulates that other states will support an attacked country. Ukraine's EU membership would also be a guarantee for the country's security, Zelenskyy said.

Previously, US special envoy Steve Witkoff claimed in a CNN interview that Russian President Vladimir Putin would be willing to accept NATO-like security guarantees in the event of a peace agreement.

3:29 p.m. – Röttgen welcomes Merz's trip with Selenskyj

CDU foreign policy expert Norbert Röttgen welcomed the planned trip to Washington by Chancellor Friedrich Merz (CDU) along with Ukrainian President Volodymyr Zelensky and other leading European politicians."This shows their solidarity with Ukraine and its president," Röttgen told the Rheinische Post newspaper."The EU heads of government and state rightly view the Trump-Zelensky meeting as enormously important."

The purpose of the trip is “certainly also to continue to make it clear to President Trump that Zelenskyy is not alone, but that the positions of Ukraine and the Europeans are identical,” Röttgen emphasized.

14:42 – Wadephul: Accompanying Selensky is a sign of unity

Foreign Minister Johann Wadephul sees the accompaniment of Ukrainian President Volodymyr Zelenskyy by European heads of state and government on his trip to Washington as a sign of European unity. Bringing about this position is a great achievement of Chancellor Friedrich Merz (CDU), said Wadephul before departing for Japan.

Germany is consciously taking a leadership role."We know that we are in crucial days of negotiations and will put our full foreign policy weight at the disposal of ensuring that this is a good week for Ukraine, a good week for freedom in Europe," the Foreign Minister said.

13:23 – NATO Secretary General Rutte accompanies Selenskyj

NATO Secretary General Mark Rutte also plans to participate in the talks between Ukrainian President Volodymyr Zelenskyy and US President Donald Trump on Monday. Rutte will travel to Washington for this purpose, NATO announced. Italian Prime Minister Giorgia Meloni will also attend, the Italian news agency ANSA reported.

12:40 p.m. – Macron also travels to Washington

French President Emmanuel Macron also plans to travel to Washington on Monday with Ukrainian President Volodymyr Zelensky, the Élysée Palace announced. Finnish President Alexander Stubb will also participate in the meeting with US President Donald Trump.

11:56 a.m. – Merz and von der Leyen accompany Selenskyj to meetings with Trump

German Chancellor Friedrich Merz and EU Commission President Ursula von der Leyen will accompany Volodymyr Zelensky to his meeting with US President Donald Trump in Washington on Monday."At President Zelensky's request, I will attend the meeting with President Trump and other European heads of state and government at the White House tomorrow," von der Leyen wrote on X. Beforehand, she will receive Zelensky in Brussels on Sunday afternoon:"Together, we will participate in the video conference of the 'Coalition of the Willing.'"

German government spokesperson Stefan Kornelius said the trip to Washington was intended to provide an exchange of information with Trump following his summit with Vladimir Putin in Alaska. Merz will discuss the status of peace efforts with the heads of state and government and underscore Germany's interest in a swift peace agreement in Ukraine.

10:40 a.m. – Ukraine calls on Europeans to put more pressure on Russia

Following the summit between US President Donald Trump and Kremlin leader Vladimir Putin, Ukrainian Foreign Minister Andriy Sybiha called for more pressure on Moscow to end Russia's war of aggression. First and foremost, Ukraine needs guarantees for its own security, a strengthening of its defense capabilities, and a package of deterrent measures that will force Russia to end the war, the minister told X ahead of a video conference of European heads of state and government scheduled for this afternoon.

Sybiha reportedly held talks with his European counterparts to coordinate steps regarding the switch. The minister also said that sanctions pressure on Russia must be increased. The EU Commission is currently preparing a 19th package of punitive measures.

09:14 – Trump handed Putin a letter from his First Lady

US President Donald Trump brought a"peace letter" from his wife Melania to Russian President Vladimir Putin at the summit on the Ukraine war. The office of the US First Lady shared a Fox News article about the letter on X."Dear President Putin, every child holds the same quiet dreams in their heart," begins the letter to the Russian president published by Fox News."They dream of love, opportunity, and safety from danger." In today's world, however, some children, surrounded by"darkness," should carry a "quiet laughter" with them."Mr. Putin, you alone can restore their melodious laughter," writes Melania Trump, who comes from Slovenia.

"By protecting the innocence of these children, you will do more than serve Russia—you will serve humanity," the letter signed by the First Lady continues."Such a bold idea transcends every human divide, and you, Mr. Putin, can implement this vision today with the stroke of a pen. It is time." Fox News reported that Putin read the letter immediately after President Trump delivered it to him. The word"Ukraine" does not appear in the letter.

4:00 a.m. – European supporters of Ukraine hold video conference

On Sunday, Ukraine's European supporters will discuss the next steps in a video conference. German Chancellor Friedrich Merz (CDU), French President Emmanuel Macron, and British Prime Minister Keir Starmer are organizing the virtual meeting (3:00 p.m.) of the"Coalition of the Willing." The meeting will focus on discussing the next steps toward peace in Ukraine.

The video conference takes place one day before Ukrainian President Volodymyr Zelenskyy travels to Washington. Merz said the Europeans also want to consult with Zelenskyy on Sunday.

02:00 – Zelenskyy: Russia's refusal to agree to a ceasefire"complicates the situation"

Ukrainian President Volodymyr Zelenskyy criticized Russia's refusal to agree to a ceasefire in the Ukraine war."We see that Russia is rejecting numerous calls for a ceasefire and has not yet decided when it will stop killing," Zelenskyy wrote on online platforms overnight into Sunday."This complicates the situation."

If Russia does not have the will to stop the attacks, then “great efforts” will probably be necessary to move Russia to something “much greater” – to “peaceful coexistence with its neighbors for decades to come,” Zelenskyy continued.
