Ukraine is working to ensure that its national interests are taken into account in the peace plan, Volodymyr Zelensky stressed, after his telephone conversation with Friedrich Merz, Emmanuel Macron , and Keir Starmer in the shadow of the Trump plan and the escalating pressure for immediate acceptance.

Interruption of information and weapons systems

The American framework, according to information from Axios, stipulates that a significant, intentional and sustained Russian aggression beyond the armistice line will be considered an action that threatens the peace of the transatlantic community. The draft stipulates that NATO member states commit to acting in coordination with the United States in the event of such a violation, while the framework will be valid for ten years.

Zelensky stressed that we are working on the document prepared by the American side. This should be a plan that will ensure a real and dignified peace.

At the same time, according to sources who spoke to Reuters, the United States has warned that it will cut off the distribution of information and the supply of weapons systems to Ukraine if Kiev does not agree to the framework agreement.

The same sources reported that the American side is exerting greater pressure than in any previous round of discussions and that it is seeking the signing of a framework by next Thursday.

The document delivered by the US includes 28 points and incorporates some of the key Russian demands : the cession of additional territories, a limitation on the size of the Ukrainian armed forces, and a ban on Ukraine joining NATO.

Support in Kyiv

The European side, which had not been informed of the American text before it was delivered to Ukraine, was quick to express its support for Kiev.

Starmer, Merz and Macron jointly contacted Zelensky, while Kaja Kalas reported that the European proposal boils down to two points: weakening Russia and supporting Ukraine.

The EU and Ukraine seek peace, but will not back down in the face of Russian aggression. This is an extremely dangerous moment for everyone, said Kalas, noting that while everyone wants the war to end, the way it ends matters.

She also emphasized that Russia has absolutely no legal right to demand concessions from the country it invaded, noting that the terms of any agreement are Ukraine's sole decision.

British Prime Minister Keir Starmer, asked about American efforts to speed up the conclusion of a peace plan for Ukraine, noted that all issues concerning Ukraine must ultimately be determined by Ukraine itself.

Czech President Peter Pavel stressed that to be fair, the plan must not punish the victim or overlook the crimes committed. He added that to ensure durability, it must guarantee Ukraine's sovereignty, its ability to chart its own path, and a dignified future.

Umerov denies

On the Washington side, officials defended the plan, claiming that its drafting followed consultations with Rustem Umerov, the current secretary of Ukraine's Security Council.

However, Umerov himself denied that he had agreed to any point : he explained that his role during his visit to the US was technical and limited to organizing meetings, noting that he had no authority to evaluate or approve project terms.

After the new meeting he had with the American delegation in Kiev on Friday, Umerov made it clear that Ukraine will not accept any proposal that violates its sovereignty.

At the same time, from Moscow, the Kremlin called on Kiev to take a responsible decision , insisting that the current situation requires the Ukrainian leadership to respond to the realities of the war.

Zelensky has stated that Ukraine is ready for constructive and sincere work on the American plan, while discussions continue under the suffocating pressure of the timetables set by Washington.

This Framework sets out the conditions for a ceasefire between Ukraine and the Russian Federation and provides a security guarantee based on the principles of Article 5 of the North Atlantic Treaty, adapted to the circumstances of this conflict and to the interests of the United States and its European partners.

The United States reaffirms that a significant, deliberate, and sustained armed attack by the Russian Federation across the agreed ceasefire line into Ukrainian territory will be considered an attack that threatens the peace and security of the transatlantic community.

In such a case, the President of the United States, exercising constitutional authority and in direct consultation with Ukraine, NATO, and European partners, will determine the measures necessary to restore security. These measures may include armed forces, intelligence and logistical assistance, economic and diplomatic actions, and other steps as deemed appropriate. A joint review mechanism with NATO and Ukraine will assess any alleged violation.

NATO members, including France, Britain, Germany, Poland and Finland, reaffirm that Ukraine's security is integral to European stability and commit to acting in coordination with the United States to address any violation that falls within the conditions, ensuring a unified and credible deterrent posture.

This framework shall enter into force upon signature and shall remain in force for ten years, renewable by mutual agreement. A Joint Monitoring Committee, led by European partners with US participation, will oversee compliance.
