The steps taken so far are not enough, but Zelensky remains

Zelensky is trying to distance himself from the known, high-ranking figures in the scandal – including sanctions - with the introduction of sanctions, investigations, personnel changes - but these steps proved insufficient. The president did not publicly condemn any of his colleagues accused of corruption, and he did not take any steps that would convince the public beyond any doubt that he was not a party to the scandal or that he would prevent it from happening again.

Zelensky and his government supporters and allies also admit that two ministers expulsion is far from sufficient. In order for the government to regain its legitimacy in the eyes of the public and restore the trust of international partners, further changes are needed, and at a high level. Zelensky's political opponents are demanding the resignation of the entire government, but they also see that a simple reshuffle would not completely solve the problem, since the cabinet essentially operates under the presidency.

Meanwhile, even the president's most ardent opponents agree that Zelensky himself cannot be removed from office while there is a war, and therefore no elections can be held. (Not because Zelensky arbitrarily does not want to call elections, but because the constitution provides for it.)
