The United States has sent a draft resolution to members of the UN Security Council to establish an international force to govern Gaza for two years, under Washington's leadership.

If the terms contained in the draft are correct, as published by the American-Israeli website Axios on Monday, then they mean that Israel’s occupation of the Gaza Strip will continue with American, international, and legal sponsorship and support.

According to leaks, the draft resolution will be the basis for negotiations to be held in the coming days, and if approved, the force will be deployed next January.

The draft resolution states that the force will be for enforcement, not peacekeeping, and therefore it has broad powers.

A quick reading of the clauses reveals that the powers Israel will obtain are limitless. Israeli security forces will be tasked not only with protecting the borders with Gaza, but also with protecting civilians and humanitarian corridors. This means that the wolf has been tasked with protecting the chickens. The civilians here are the militias that Israel formed against the resistance, so that the division continues indefinitely.

Likewise, Israel will remain present on the border between Egypt and Gaza, as well as the humanitarian corridors, which means that the humanitarian aid card will remain in Israel’s hands, controlling it as it pleases, and continuing to obstruct it as it is doing now.

There is a strange clause stating that Israeli forces will participate in training a new Palestinian police force that will join them in the security mission, even though Egypt and Jordan started this mission many months ago.

The plan also states that Israeli security forces will establish a secure environment in Gaza by ensuring the disarmament of the Strip, destroying and preventing the reconstruction of military and offensive infrastructure, and permanently disarming non-state armed groups. This clause is ludicrous; how can one imagine that Israeli security forces will establish a secure environment when they are the ones who destroyed the Strip and killed and wounded nearly a quarter of a million people during the two years of aggression?

The draft states that if Hamas does not disarm voluntarily, Israeli security forces will assume additional tasks that may be necessary to support the Gaza agreement.

Another clause states that Israeli security forces will be present in Gaza during the transitional period, and will be deployed in the Strip under a unified command acceptable to the peace council headed by US President Donald Trump. These clauses together mean that Israel will continue to occupy the Gaza Strip, not only by armed force but by official and legitimate authorization from the Security Council, and with the consent of all the countries that will agree to participate in this force.

The draft resolution states that the Peace Council, which will manage the transitional period, will be responsible for setting priorities and raising funds for the reconstruction of Gaza. It will also oversee the Palestinian technocratic committee, which will only be responsible for the day-to-day operations of the civil service and administration in the sector. Thus, the reconstruction process will remain in the hands of America and Israel, which practically means that it will not take place.

There is a strange clause stating that organizations working with the Peace Council, including the United Nations, the Red Cross and Red Crescent, will be responsible for delivering aid, but any organization that misuses aid or diverts it to non-civilian entities will be banned. This clause is clearly designed to exclude UNRWA.

These are the basic elements of the American draft resolution, and objectively speaking, it is easy to say that if Israel had written the draft, it would not have been possible for it to be so blatantly biased in its favor! It is also clear that Ron Dermer, the Israeli Minister of Strategic Affairs, is the one who put these clauses in place, just as he did in Trump’s original plan at the end of last September.

The plan and the draft resolution contain all the elements that make Gaza an American possession and under Israeli security protection. Therefore, the main Arab and Islamic countries, especially Egypt, Jordan, Saudi Arabia, Qatar, the UAE, Turkey, Indonesia, and Pakistan, must make every possible effort with the United States to convince it that it is impossible to accept these unfair terms, because they simply hand Gaza over to Israel and America to do with it as they please, especially forcing Palestinians to emigrate by hundreds of means, after the military aggression failed to do so.

The chances of success for Arab pressure are very high, and achievable, just as it succeeded in bringing about a temporary halt to the aggression on October 10th. The important thing is that there be collective action, not to support Hamas, but to protect the Palestinians and their steadfastness on their land.
