"Once the teams in Pot 1 have been distributed into their respective groups, the draw will continue with the distribution of the teams from Pots 2, 3, and 4, in that order. Each pot will be completely emptied before moving on to the next. The draw will conclude once all the teams in Pot 4 have been placed into a group," FIFA explained.
